About the Team

The position is in the newly created Business Transformation Office (BTO), which guides, directs and manages business transformation initiatives that are critical to the modernization of business processes, such as the Enterprise Financial System (EFS) project that will replace the existing decade-old-mainframe financial management system, FAMIS, with an updated system to manage accounts payable, budget and finance, travel and expenses, and fixed assets.

By leveraging the latest technology and best practices, the modernization of financial management capabilities will serve the departments, agencies and elected officials, by providing them with accurate financial information in a timely manner to make informed decisions for the State.

About the Role

The position will support the Business Transformation Office (BTO) in leading statewide modernization initiatives. The Training Lead is responsible for developing, executing, and managing the full training lifecycle required for the State's transition to modernized enterprise systems. This includes drafting and delivering training materials, coordinating training logistics, scheduling sessions, implementing a modern training platform, and ensuring training content aligns with updated business processes and system functionality.

The position will collaborate closely with the Organizational Change Manager, Project Director, Deputy Project Director, functional teams, technical teams, vendor partners, and subject matter experts to ensure users understand, adopt, and are fully prepared for new enterprise systems. The Training Lead will also establish training effectiveness metrics, maintain change-controlled training content, analyze training impacts, report progress to leadership, and contribute to readiness and adoption activities across departments statewide.

This role is essential to ensuring successful user transition from current to future workflows, providing clear, consistent training, and supporting long-term sustainability of new enterprise systems.

In this role, you will:
  • Develop and execute a comprehensive training strategy aligned with the Organizational Change Management (OCM) plan to ensure training is accessible, accurate, and relevant for users across the State enterprise.
  • Manage the full training lifecycle, including planning, scheduling, delivery coordination, materials distribution, training logistics, and post-training evaluation.
  • Design and develop training curriculum and content that incorporate system functionality, State-specific business processes, accurate use cases, and real-world test scripts.
  • Implement and maintain a formal training content change-control process to ensure all materials remain up-to-date with evolving system updates, enhancements, and business process changes.
  • Deploy, maintain, and improve a modern training delivery platform to increase learner engagement, accessibility, and training effectiveness.
  • Establish and monitor training effectiveness metrics and dashboards, providing actionable insights and regular reports to senior leadership and project teams.
  • Analyze implementation impacts, identify necessary business process changes, and communicate them clearly to users and subject matter experts.
  • Collaborate closely with functional, technical, and organizational change teams to ensure training activities align with modernization milestones and stakeholder needs.
  • Support risk assessments, recommend improvements, and contribute to continuous enhancement of training approaches and change adoption strategies.
  • Prepare clear, concise, and actionable reports for leadership on training performance, vendor coordination, quality control findings, and readiness indicators.
  • Participate in change readiness activities, communications development, stakeholder engagement, and other OCM functions as needed to support enterprise-wide adoption.
