General Statement of DutiesPerforms professional administrative work supporting the Town’s centralized purchasing and procurement functions. Responsibilities include preparing procurement documents, processing purchasing transactions, maintaining vendor records, and providing customer service to departments regarding purchasing procedures. Work is performed under the general supervision of the Purchasing Supervisor.

Essential Duties And Tasks- Assists with preparing and issuing informal and formal bid documents, RFPs, and RFQs.
- Reviews purchase requisitions for accuracy and completeness.
- Assists departments with requisition entry and purchasing questions.
- Coordinates vendor communications and assists with bid evaluations.
- Maintains vendor records and procurement documentation.
- Processes purchasing documents and assists with PO lifecycle management.
- Collaborates with Accounting on review and closure of open purchase orders.
- Assists with audits and record retention.
- May perform other related duties as assigned and within the scope of this classification.
- Basic principles and practices of public sector North Carolina procurement laws and Town purchasing procedures.
- Purchasing methods, including requisitions, purchase orders, and vendor quotes.
- Customer service principles and internal service delivery.
- Skilled in recordkeeping, data entry, and using financial software.
- Basic contract terms, pricing structures, and vendor agreements.
- Applicable policies, procedures, and ethical standards related purchasing.
- Able to work collaboratively with staff and vendors and independently follow procedures.
- Effective communicator with attention to detail and accuracy.
- Accurately process purchase requisitions and purchase orders.
- Communicate effectively with vendors, internal staff, and stakeholders.
- Maintain organized and accurate procurement records.
- Review vendor quotes for completeness and compliance.
- Manage multiple tasks and meet established deadlines.
- Learn and follow established purchasing guidelines and approval procedures.
- Analyze basic purchasing information and resolve routine discrepancies.
- Exercise good judgment within defined guidelines.
- Maintain confidentiality and handle sensitive information appropriately.
- Adapt to new systems, procedures, and changing priorities.
- Communicate clearly; both verbally and in writing.
High school diploma and 3–5 years of significant experience in purchasing and/or inventory management within an automated environment, including administrative support and customer service experience; or an equivalent combination of education and experience.
Special Requirements- Valid North Carolina driver’s license.
- Must be able to perform physical tasks such as lifting, pushing, standing, walking, and reaching.
- Capable of exerting 50+ pounds occasionally, 25+ pounds frequently, and 10+ pounds constantly.
- Visual acuity for data entry, inspection, and computer work is required.
