Position Summary

Charles County Public Schools is seeking a highly qualified Special Education Behavior Specialist to provide district-wide behavioral consultation, technical assistance, and implementation support across special education programs. The incumbent serves as a behavioral resource to schools by supporting the development, implementation, and monitoring of evidence-based behavioral interventions and positive behavioral support systems for students with disabilities.

Under the direction of the Director of Special Education or designee, the Special Education Behavior Specialist conducts Functional Behavior Assessments (FBAs), assists with the development and monitoring of Behavior Intervention Plans (BIPs), supports implementation fidelity, and collaborates with multidisciplinary teams to improve behavioral and instructional outcomes for students.

The position provides coaching, training, and technical guidance to school-based staff and behavioral support personnel while promoting safe, supportive, and inclusive learning environments aligned to district expectations and special education compliance requirements.

Education and Work Experience

Required:

  • Master’s degree from an accredited institution in Applied Behavior Analysis, Special Education, Psychology, Counseling, Social Work, or related field
  • Current certification as a Board Certified Behavior Analyst (BCBA)
  • Minimum of three (3) years of successful experience working with students with disabilities and behavioral needs
  • Experience conducting Functional Behavior Assessments (FBAs) and developing Behavior Intervention Plans (BIPs)
Preferred:
  • Experience supporting or providing technical guidance to Registered Behavior Technicians (RBTs) and behavioral support staff
  • Experience working across elementary, middle, and high school special education settings
  • Experience providing professional development and coaching to educators and support staff
Qualifications
  • Demonstrated expertise in Applied Behavior Analysis (ABA) principles and evidence-based behavioral interventions in school settings
  • Knowledge of Tier I, Tier II, and Tier III behavioral intervention systems and multi-tiered systems of support (MTSS)
  • Knowledge of IDEA, FAPE, manifestation determination requirements, and special education compliance procedures related to student behavior
  • Ability to collect, analyze, interpret, and present behavioral data to support decision-making and intervention planning
  • Ability to develop and monitor data-driven behavioral interventions and implementation systems
  • Strong written and verbal communication skills, including behavioral documentation and report writing
  • Demonstrated ability to collaborate effectively with multidisciplinary teams, families, and community providers
  • Demonstrated ability to train, coach, and support teachers, paraprofessionals, administrators, and related service providers in behavioral intervention practices
  • Ability to work effectively with students demonstrating significant behavioral, emotional, developmental, and social-emotional needs
  • Ability to maintain effective working relationships with school-based and central office personnel
Essential Job Functions

  • Provides district-wide behavioral consultation and technical assistance to special education programs and school-based teams
  • Supports school-based staff in implementing evidence-based behavioral interventions and positive behavior supports with fidelity
  • Provides coaching and technical guidance to behavioral support personnel, including Registered Behavior Technicians (RBTs), paraprofessionals, and instructional staff
  • Conducts classroom observations and behavioral reviews to assess intervention effectiveness and support instructional planning
  • Develops and monitors systems for collecting and analyzing behavioral data to measure student progress and intervention outcomes
  • Trains teachers, paraprofessionals, administrators, and related service providers in behavior intervention strategies, data collection procedures, de-escalation techniques, and positive behavioral supports
  • Models behavioral intervention strategies and provides real-time coaching and feedback to school-based staff
  • Supports school teams in crisis planning, crisis response, and implementation of nonviolent crisis intervention practices
Supervisory Responsibilities

This position does not provide formal supervisory or evaluation authority. The incumbent may provide technical guidance, coaching, and implementation support to behavioral support personnel and school-based staff.
