Procurement Officer III Supervisor manages the procurement of specialized aviation and medical commodities, equipment, and services for the Maryland State Police Aviation Command, overseeing contracts worth more than seven million dollars annually. The role involves soliciting, evaluating, negotiating, and awarding contracts; developing specifications; conducting bid conferences and openings; and supervising subordinate procurement staff. The position is located at the Maryland State Police Aviation Command in Baltimore.
Keyqualifications:
- Eight years of procurement experience, including four years in enterprise-wide procurement compliance and four years in contract solicitation, evaluation, negotiation, and awarding
- Knowledge of State procurement procedures, laws, regulations, Title 21 COMAR, and eProcurement management
- Experience conducting bid conferences, evaluating proposals, and negotiating contract terms and conditions
- Preferred: at least two years of supervisory experience
- Preferred: experience with Financial Management Information System (FMIS) and Maryland's eMMA platform
- Must obtain Procurement Professional Certification from Maryland Department of General Services within one year of appointment
