MAA is currently accepting applications for the position of Director of Regional Aviation Assistance within the Office of Regional Aviation Assistance the Baltimore/Washington International Thurgood Marshall Airport.

The Director of Regional Aviation Assistance is responsible for regulating, developing, and improving the State’s 130+/- general aviation and air carrier airports and to foster and promote general aviation throughout Maryland through planning, administering, and managing various programs/projects. These programs/projects include financial aid, equipment procurement, technical assistance, airport regulation & enforcement, aerospace education, flight safety information and other aviation-related programs and activities.

Responsibilities may include but are not limited to the following:

  • Responsible for the proper handling and tracking of annual operating budgets and capital budgets that exceed $500,000 and $3.5 million respectively.
  • Overseeing the aviation/aerospace education programs throughout the State and directly supervise the completion of the annual airport inspections, airport safety data inspections, and other statewide aeronautical programs within Regional Aviation.
  • Planning, coordinating, executing and supervising the completion of numerous aviation promotional activities planned throughout the year (i.e.: Maryland Regional Aviation Conference, open houses, fly-ins).
  • Receiving, approving, and processing all Airport Improvement Program (AIP) and Maryland Aid to Private Airport (MAPA) request for grant assistance. Ensure compliance with MAA policy and eligibility requirements before recommending grant approval to the MAA Executive Director and MDOT Secretary.
  • Overseeing Airport Services Managers in the execution of grant reimbursements; maintain detailed records of grant fund disbursements and provide expenditure reports to the Office of Finance.
  • Coordinating with Federal Aviation Administration and Airport Sponsors during planning and construction stages; inspect ongoing and completed projects to ensure adherence to State standards & policies.
  • Planning and controlling all office expenditures & procurements to ensure fiscal year budget allocations are not exceeded.
  • Making internal adjustments as necessary to provide sufficient funds for urgent equipment purchases and operating expenses and provide reports to the Finance section monthly.
  • Supervising the annual inspection/licensing process and ensure all aviation facilities licensed or registered by MAA meet or exceed State and federal standards for safety, adequacy, and operation in accordance with State and Federal regulations.

This position is located at the Baltimore/Washington International Thurgood Marshall Airport in Anne Arundel County, MD.

Preferred Qualifications:

Education: A bachelor’s degree from an accredited college or university in aviation, airport management, transportation, engineering, public administration, business administration, or a related field.

Experience: Ten years of progressively responsible professional experience in aviation, airport management, transportation, airport planning and development, aviation safety, and/or a related field, including experience in airport operations, regulatory compliance, grant administration, capital improvement programs, budget management, project management, airport inspections and safety programs, and supervision of professional or technical staff.

The ideal candidate will possess:

  • Experience administeringFAA Airport Improvement Program (AIP) grants or comparable federal/state infrastructure grants.
  • Experience working with the Federal Aviation Administration (FAA), airport sponsors, local governments, and other aviation stakeholders.
  • Knowledge of federal and State aviation regulations, airport licensing, airport safety standards, and airport development requirements.
  • Experience managing capital improvement and airport construction projects.
  • Experience preparing and monitoring operating and capital budgets.
  • Experience with government procurement, contracts, financial reporting, and grant reimbursement processes.
  • Experience developing or managing aviation/aerospace education, outreach, conferences, airport open houses, or other aviation promotional programs
