Duties
* Advise managers and employees regarding civilian personnel regulations and procedures.
* Provide guidance, instruction, coordination and inspections as necessary on military personnel and other administrative, financial and personnel management functions.
* Update reports based on analysis of on-board strength, anticipated losses, and workload fluctuations.
* Plan coordination of the recruitment and placement efforts for the organization.
* Use Personnel automated systems, processes personnel actions for appointments, transfers, promotions, reassignments, and details, assuring that all legal and regulatory requirements are met.
* Advise supervisory personnel on the procedures for submitting all personnel actions. Requirements Conditions of employment
* Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
* This position requires TDY travel at least 25% of the time.
* This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Experience:
One year of specialized experience which includes
1. Experience gathering information to identify and analyze issues to resolve problems with administrative support functions in the areas of civilian and military personnel, payroll, management analysis and administrative policy;
2. Providing guidance and oversight with recruitment, performance evaluations, manpower, training and civilian awards;
3. Utilizing automated personnel management tools to track personnel actions and prepare support documents; and 4. Researching regulations to make recommendations to management regarding interviews, review of work procedures, instructions, records, and files. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR
Education:
Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as:
Business Management. OR Combination of
Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.
Add the two percentages. Time in Grade Requirement:
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Education FOREIGN
