- Oversee the research, design, testing, and enhancement of the district's business intelligence applications (such as WWBI) and automated information systems.
- Act as the primary technical point of contact for organizational IT systems and advise senior leadership on state‑of‑the‑art technological changes and advancements.
- Conduct detailed management studies to evaluate organizational efficiency, identify operational bottlenecks, and recommend new or modified IT workflows.
- Ensure software applications and platforms comply with security directives, Risk Management Frameworks (RMF), and continuous Authority to Operate (ATO) protocols.
- Use workflow mapping, process charts, and statistical methodologies to analyze the impact and efficiency of IT infrastructure (networks, databases, and hardware).
- Establish project timelines, draft technical justifications for procurements, and deliver comprehensive cost‑status reports to IT steering committees.
- Prepare detailed written staff studies and conduct briefings to persuade management officials and stakeholders to accept and adopt system modifications.
- Serve as the Contracting Officer’s Representative (COR), conduct market research, draft Statements of Work (SOW), and monitor active IT service contracts.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The duties of this position require up to 25% temporary duty (TDY) travel.
- The duties of this position require the ability to lift 10 lbs.
