Salary Range: $118,032 Annually
Telework/Hybrid: The candidate of choice may telework 2 days per week after an initial training period.
The Washington State Department of Corrections is seeking an innovative, detail oriented, and self‑motivated individual to join the Employee & Business Support Services Administration at the Washington State Penitentiary as the Local Business Manager (LBM). The goal of the LBM is to utilize collaborative skills and efforts to work with DOC HQ, Business Services and MCC Leadership, forming a dynamic team of professionals that work together to ensure all business and warehouse operations are met in conjunction with DOC values and strategic goals.
The LBM is responsible for developing the budget, budget projections, providing fiscal analysis and advice to Operational Leaders such as Superintendents and Health Care Managers. The LBM contributes to the organization’s mission by providing access to adequate financial data, developing the operating and local fund budgets, and managing the business and warehousing operations.
Serving as the principal financial advisor to the Operational Leader, the LBM provides input and technical support for a broad range of activities and initiatives, having a pervasive and direct effect upon facility operations.
LBM’s are financial experts who provide advice and expertise to the Superintendent and other facility managers on budget development, expenditure management, and reduction strategies.
Responsibilities- Manage and administer a comprehensive program in accordance with agency policy, WACs, CBA, and laws, which includes:
- Consulting with appointing authorities, managers, staff, supervisors, and HR on complex issues by gathering and analyzing facts to develop options and solutions
- Developing new methods of viewing situations and approaching issues within ethical, legal, and regulatory boundaries
- Exercising discretion and judgment when providing consultation and advice and applying skills and knowledge to different situations
- Providing accurate interpretation, verbally and in writing, of policies, regulations, rules, goods and services contracts and applicable collective bargaining agreement (CBA)
- Plan, coordinate, and administer efficient and effective business services, including:
- Consulting with Operational Leaders regarding business services and customer needs
- Serving as a liaison to Headquarters Business and Budget units, ensuring that necessary information flows in a timely manner
- Ensuring staff coordinate and collaborate with Headquarters Business Unit and subject experts as appropriate
- Developing local business and warehouse procedures and practices
- Identifying opportunities for efficiency and coordinating with the Regional Business Manager as a means of sharing best practices
- Develop and manage the budget and expenditure
- Prioritize, assign, and direct the work of business services staff, promoting customer service
- Provide direct supervision and leadership to staff in the business office, payroll, incarcerated individual banking, purchasing, and warehouse support services
- Participate on teams, committees, and task groups and ensure involvement of business staff members in those activities
- High school diploma or equivalent
- 5 years professional accounting experience
- 3 years supervisory or lead worker experience dealing with coaching, mentoring, training, and corrective action
- At least 18 quarter or 12 semester hours of educational classes in accounting (e.g., Acct 1/201, Acct 2/202, and Governmental accounting) or ability to obtain the listed credits within six months of hire
- Professional level experience providing consultation and direction on complex issues and questions in ethics, budgeting, accounting, purchasing, warehousing, interpretation of statutes, rules, and regulations
- Working knowledge of Microsoft Word and Excel, including the ability to develop and maintain spreadsheets with formulas and linking
