Duties

Serve as Workload Manager:
Lead the Engineering and Construction Division's workload management, overseeing complex projects focused on multi-purpose dams with features such as hydropower, navigation, spillways, and fish bypass facilities.

Coordinate Cross-Functionally:
Manage workload coordination with 4 Branch Chiefs and 9 Section Chiefs, focusing on budgeting, scheduling, resourcing, and developing strategic execution plans.

Guide Life-Cycle Execution:
Apply life-cycle project execution expertise (from scoping and design to cost estimating and construction) to develop strategies that meet mission requirements for current and future fiscal year programs.

Analyze and Optimize Resources:
Review workload based on established priorities, monitor resource availability, proactively resolve work delays, and make strategic recommendations on whether work should be executed in-house or tasked to A-E firms.

Forecast Workload:
Develop and maintain five-year workload projections by analyzing historical data, trends, and anticipated future funding and program forecasts.

Align Project Needs:
Assist Section Chiefs in coordinating annual resource and labor requirements with Project Managers, identifying projects of significance, and facilitating collaborative meetings.

Develop Internal Policy:
Interpret higher-level engineering guidance to formulate internal working policies, plans, and business processes that optimize the division's technical workflows.

Ensure Technical Quality:
Manage comprehensive design reviews to guarantee the technical adequacy, accuracy, and quality control of all engineering and architectural products.

Drive Process Improvement:
Serve as the Division's Knowledge Manager by establishing Standing Operating Procedures (SOPs) for design management and integrating enterprise software systems (such as P2).

Represent the Division:
Facilitate meetings and coordinate strategies with higher echelons, internal District elements (e.g., Planning Branch), contractors, and external partners like the Hydroelectric Design Center.
