Job Responsibilities
This is responsible technical, administrative and supervisory work involving the operation and maintenance of wastewater pumping stations and the sanitary sewer collections system.
Work involves responsibility for overseeing the day‑to‑day operations of the wastewater pumping stations, sanitary sewer collections system and the vehicle and equipment garage, including making routine adjustments in operations and schedules to ensure compliance with state and federal permits, rules and regulations. Duties include the scheduling of personnel, monitoring of wastewater pumping stations and collections system operating conditions and making adjustments in operations that respond to changing (wet weather) conditions.
This position also has the responsibility for making standard administrative decisions and acting for the Superintendent – Sewer in their absence as assigned. The work requires that the employee have considerable knowledge, skill and ability in all aspects of wastewater pumping stations and collections system operations, vehicle maintenance, and of the laws, regulations and standards pertaining to wastewater collections and treatment.
Assists in planning, organizing and directing the Town’s water pollution control program by providing day‑to‑day supervision to crew leaders and other operating and maintenance employees, and implementing Wallingford Sewer Division policies and programs.
Reviews operating records daily to verify proper operation of wastewater pumping stations and collections systems in compliance with town, state and federal permits, rules and regulations. Assures that employees follow prescribed operating, and health and safety procedures and adhere to operating schedules.
Performs on‑call work as assigned. Acts in the absence of, or at the direction of the Superintendent – Sewer.
Schedules maintenance and evaluates maintenance procedures to improve practices. Plans and directs special maintenance procedures, tasks and projects. Organizes and supervises operations, personnel, materials and equipment necessary for projects including coordination and communication with the Assistant Superintendent of Wastewater Treatment – Sewer for projects at the wastewater treatment plant.
Prepares reports and correspondence. Maintains all maintenance and operations records. Oversees installation of main line sanitary sewers and laterals when required, as well as sanitary sewer pipe lining (CIPP) and manhole rehabilitation.
Assists in the preparation and administration of the Sewer Division’s annual budget. Assists in the review of all proposed new sanitary sewer installations.
Assists in personnel actions such as hiring, performance evaluations, discipline, and training. Prepares employee time sheets and maintains attendance records.
Assures that safe work procedures and practices are adhered to by Sewer Division employees and that safe working conditions are maintained at all work sites.
Coordinates operations with other divisions, departments and government agencies. Performs other related work as required.
Required Knowledge, Skills, and AbilitiesConsiderable knowledge of the principles, technology, equipment, processes and practices of operating and maintaining wastewater pumping stations and sanitary sewer collections system. Considerable knowledge of local, state and federal permits and requirements regarding the operation of wastewater pumping stations and collections system. Ability to troubleshoot a variety of wastewater treatment and pumping station equipment as well as vehicles and construction equipment (backhoes, dump trucks, etc.).
Good knowledge of public administration principles and practices as applied to the Sewer Division. Considerable ability to direct and supervise employees engaged in wastewater collections, operations and maintenance. Considerable ability and aptitude to understand and convey complex oral and written instructions. Considerable ability to establish and maintain effective working relationships with superiors, associates, subordinates, officials of other agencies and the general public.
