General Description

This position involves responsible technical, administrative, and supervisory work involving the operation and maintenance of wastewater pumping stations and the sanitary sewer collection system. The role requires overseeing day‑to‑day operations, making routine adjustments to ensure compliance with state and federal permits, and handling administrative decisions while acting on behalf of the Superintendent of Sewer when necessary.

Examples of Duties
  • Assist in planning, organizing, and directing the town’s water pollution control program by supervising crew leaders and other operating and maintenance employees.
  • Review operating records daily to verify proper operation of wastewater pumping stations and collection systems in compliance with permits, rules, and regulations.
  • Ensure employees follow prescribed operating and health‑and‑safety procedures and adhere to operating schedules.
  • Perform on‑call work and act in the absence of the Superintendent – Sewer.
  • Schedule maintenance and evaluate procedures to improve practices; plan and direct special maintenance procedures, tasks, and projects.
  • Organize and supervise operations, personnel, materials, and equipment for projects, including coordination with the Assistant Superintendent of Wastewater Treatment – Sewer.
  • Prepare reports and correspondence; maintain all maintenance and operations records.
  • Oversee installation of main line sanitary sewers and laterals when required, as well as sanitary sewer pipe lining (CIPP) and manhole rehabilitation.
  • Assist in the preparation and administration of the Sewer Division’s annual budget and review proposed sanitary sewer installations.
  • Assume personnel actions such as hiring, performance evaluations, discipline, and training; prepare employee timesheets and maintain attendance records.
  • Ensure safe work procedures and practices are followed by employees and that safe working conditions are maintained at all work sites.
  • Coordinate operations with other divisions, departments, and government agencies; perform other related work as required.
Qualifications

Considerable knowledge of the principles, technology, equipment, processes, and practices of operating and maintaining wastewater pumping stations and sanitary sewer collection systems. Familiarity with local, state, and federal permits and requirements. Ability to troubleshoot wastewater treatment and pumping station equipment, as well as vehicles and construction equipment. Good knowledge of public administration principles and practices as applied to the Sewer Division.

Ability to direct and supervise employees, understand and convey complex oral and written instructions, and establish effective working relationships. Strong learning agility and adaptability to new methodologies and technology.

Minimum Qualifications

A bachelor’s degree in civil engineering, environmental engineering or environmental science, mechanical engineering, or a related field, plus four (4) years of progressively responsible experience in wastewater collection and in repair and maintenance of mechanical and motorized equipment (e.g., pump stations), or an equivalent combination of education and experience on a year‑for‑year basis.

Special Requirements

Must possess and maintain a valid State of Connecticut Commercial Driver’s License (CDL) Class B at the time of appointment. Must obtain, within the probation period, CDL tanker and air‑brake endorsements and NEWEA Collection System Operator Grade II or higher certification.
