The Opportunity

CCWD is seeking a Human Resources Analyst with strong recruitment and selection expertise to help elevate and modernize CCWD’s talent acquisition practices. This is a hands‑on, high‑impact role based at our District Center in Concord, CA, where you will lead full‑cycle recruitments, partner closely with hiring managers, refine and streamline hiring processes, support classification and compensation initiatives, and contribute to efforts that strengthen the overall employee experience.

  • Develop, administer, and evaluate selection processes and assessment tools, including oral, written, and performance-based examinations.
  • Plan and manage full-cycle recruitment activities, including drafting and distributing job announcements, screening applications, and coordinating interview panels and examination logistics.
  • Evaluate and enhance selection procedures to ensure job relatedness, fairness, and compliance with equal employment opportunity principles.
  • Facilitate onboarding and offboarding processes to support a smooth and professional employee experience.
  • Provide support on classification and compensation analyses, partnering with consultants and internal stakeholders as appropriate.
  • Research and analyze workforce data, staffing trends, and recruitment metrics to inform recommendations and continuous improvement efforts.
Education

Equivalent to a bachelor’s degree with coursework in human resources, business or public administration, or a related field.

Experience

Two (2) years of professional human resources experience.

(Any equivalent combination of education and experience that provides the required knowledge, skills, and abilities will be considered.)

Preferred Skills
  • Strong analytical skills and comfort with data-driven decision-making.
  • Familiarity with test development and validation, position classification systems, and recruitment best practices.
  • Excellent written and verbal communication, customer service, and project coordination skills.
  • Proficiency with HR information systems, Neo Gov and standard office software.
