Overview

Monk & Associates is hiring an Associate / Senior‑Level Regulatory Permitting Biologist for our Walnut Creek office, working with federally endangered species in the San Francisco Bay Area. Candidates must hold a federal 10(a)(1)(A) Recovery Permit and a Memorandum of Understanding from the California Department of Fish and Wildlife (CDFW) when required. Proven experience with U.S. Army Corps of Engineers, California Regional Water Quality Control Board, California Department of Fish and Wildlife, and/or U.S. Fish and Wildlife Service is essential, including permit application preparation, submittal, and negotiation.

Responsibilities
  • Manage projects and oversee staff‑level biologists and support staff.
  • Assist with field surveys of plants and/or animals as required.
  • Interact with resource agency personnel and clients.
  • Prepare permit application packages for submission.
  • Prepare biological constraints analyses and the biological resource sections of Environmental Impact Reports (EIRs).
Key Qualifications
  • Bachelor’s or Master’s degree in environmental biology, wildlife management, botany, or a closely related field.
  • Minimum 10 years of consulting experience in California, with at least 6 years in biological consulting.
  • Working knowledge of Northern California flora and/or fauna, vegetation or wetland communities.
  • Knowledge of the California Environmental Quality Act (CEQA), federal and state Endangered Species Acts, and the Clean Water Act.
  • Demonstrated experience writing biological site reports for California projects.
  • Excellent written and oral communication skills.
  • Experience managing clients, projects, and budgets.
  • Ability to travel throughout northern and central California.
