Grants Programs Analyst II

Job Description

The Program Analyst for the Housing and Community Development Division is responsible for administering funds from the Department of Housing and Urban Development and other sources. This position makes a positive impact on Gwinnett County by being an integral part of the team’s efforts to identify, obtain, and manage grant funds that support affordable housing, home ownership, small businesses, and other community needs.

This position reports directly to the Housing Deputy Division Director.

• Administer the Homeowner Rehabilitation Program and HOMEstretch Downpayment Assistance Program
• Plan, implement, and report on housing and community development programs for CDBG, HOME, ESG, and other funding sources
• Prepare and manage applications and contracts for various federal, state, and local funding sources
• Determine participation eligibility for a wide array of programming
• Ensure proper compliance with requirements and standards associated with the use of grant funds
• Track and report relevant impacts and results of programs the Division administers to internal departments and external agencies
• Provide consultation and assistance to grantees, stakeholders, and constituents on the programs offered by the Division
• Identify and research potential new funding sources
• Work collaboratively with fellow team members and others within the County
• Maintain and adhere to strict program timelines and calendars
• May serve as a lead at higher levels
• May manage complex special projects at higher levels

Grade: C43(1). Salary: $72,136.00 - $83,859.00

• Bachelor's degree in business administration, finance, public administration, or a closely related field; AND
• Two years of professional auditing or analyst experience, including one year of project management experience; OR
• An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above will also be considered.
• Valid Driver's License from state of residency.

Grade: C44(1). Salary: $78,448.00 - $91,197.00

• Bachelor's degree in business administration, finance, public administration, or a closely related field; AND
• Five years of professional auditing or analyst experience, including three years of project management experience; OR
• An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above will also be considered.
• Valid Driver's License from state of residency.
