Position SummaryBB&E is seeking a detailed-oriented Petroleum Oils & Lubricants (POL) and Spill Prevention, Control, and Countermeasure (SPCC) Subject Matter Expert (SME) to provide support to NASA Johnson Space Center, Houston TX.
Job Duties & Responsibilities- Manage and oversee a comprehensive POL program that ensures all above ground storage tanks (ASTs), underground storage tanks (USTs), and miscellaneous POL units at NASA, Johnson Space Center are permitted, authorized, controlled, and managed in compliance with all federal, state, and/or local laws and regulations, permit conditions, and NASA-specific requirements where applicable.
- Prepare and maintain SPCC plans, tank registrations, SPCC certifications, technical amendments, standard reviews, other permit applications, renewals, and revisions in accordance with federal, state, and/or local regulations.
- Support the NASA Environmental Office with reviews and technical input as necessary.
- Prepare and manage all SPCC reporting, procedures, guides, job instructions, manuals, spill notifications, geographic information system (GIS) data, routine submittals, closure plans, and policy documents in accordance with federal, state, and/or local laws and regulations as well as NASA policies.
- Develop sampling plans and conduct and/or coordinate all POL sampling and analyses programs in accordance with SPCC plans, site‑specific permits where applicable, and all federal, state, and/or local laws and regulations.
- Perform internal inspections, support third party oversight inspections, manage all field surveillance programs including inventories, and document the results of these POL operations as required by SPCC plans, any specific permit requirements, and all federal, state, and/or local laws and regulations.
- Manage training materials, prepare and provide POL specific training, and track and record all training program activities as required by the SPCC plans, site‑specific permits, and any other requirements based on federal, state, and/or local laws and regulations and NASA policies.
- Provide all regulatory compliance support activities for POL system installations, demos and removals, maintenance, testing, and clean‑out requirements in accordance with all federal, state, and/or local laws and regulations.
- Manage all SPCC and associated POL regulatory and/or permit requirements including oversight, tracking, communication of requirements, surveys and studies, documentation, and recordkeeping as necessary. Implement and document corrective actions, if appropriate.
- Manage all state‑specific POL requirements that may be different and/or more stringent than standard regulatory requirements (e.g., state‑specific oil operations permit).
- Maintain preparedness to control and remove petroleum and other hazardous materials spills at the facility, including but not limited to; in streams, bodies of water (such as ponds), soils, roads, and inside buildings for all materials present at covered facilities.
- Preparedness is defined as maintaining on‑site equipment, supplies, materials and agreements/subcontracts with outside providers for release response and cleanup. Participate in facility emergency drills.
- Direct post‑spill response activities to eliminate future risks, offer consultation and direction for containment, cleanup, and disposal.
- Establish and maintain in‑house or contracted capabilities for spill and post‑spill response activities.
