Responsibilities
  • Primary purpose: conduct manpower requirements determination studies and organizational analysis of a variety of organizations, functions, and work processes to provide management consultant capabilities improving mission effectiveness, resource efficiency, and resource savings.
  • Provide management advisory services on civilian personnel functions, civilian position management, recruiting techniques, pay, etc. for assigned organizations, initiate, review, coordinate and monitor Requests for Personnel Action (RPAs) submitted from assigned unit and/or subordinate units.
  • Utilize independent judgment and expertise to provide managers, supervisors, and civilian employees with recommendations to improve support and management oversight for serviced organizations and provide the most effective and efficient management of manpower and personnel positions.
  • Serves as a manpower point-of-contact for assigned organization(s): answers questions, interprets data, and provides historical and background data. Responds to USAF, AFMC, AFSC direction to develop and coordinate project plans for development of manpower determinants, process improvement studies, organizational change studies, and other organizational performance consultant studies.
  • Consistently exercises independent judgment as a team member in special project work assignments. Works with other analysts, manpower and personnel specialists in evaluating and analyzing organization and individual program objectives relating to manpower and/or personnel issues and other issues of exceptional complexity, which have wide application and are impacted by official policies, practices, or procedures.
  • Regularly coordinates with project lead/manager/specialist, prepares, receives, reviews, integrates and controls a wide variety of data/documents pertinent to the manpower and personnel programs. Controls all incoming and outgoing personnel/management actions in coordination with all organizational levels, including the Civilian Personnel Office (CPOI) and Plans and Programs organizations.
  • Consistently exercises independent judgment while serving as a human resources focal point for assigned units responsible for advising supervisors and managers on civilian personnel issues, including those involving organizations that have a wide range of professional, scientific, administrative, and highly technical positions, some with high-grades and technical positions in rapidly changing fields.
  • Provides assistance/guidance to supervisors on the use of Position Requirements Document (PRD), Standard Core Personnel Documents (SCPDs), or in the creation of Core Personnel Documents (CPDs) when the standard documents are not available or not suitable for use. Refers or provides supervisors and designated classification official (DCO) with the correct Acq Demo classification references based on duties to be performed.
Qualifications
  • Must be able to obtain and maintain the required security clearance for the position.
  • May be required to travel away from the normal duty station on military or commercial aircraft IAW the Joint Travel Regulations (JTR) for training or mission accomplishment.
  • May be required to work extended or other than normal duty hours.
