Purpose
The primary purpose of this position is to serve as the focal point for the Air Logistics Complex on all execution matters related to personnel support services. Centrally manages for the Complex's execution of human resources and personnel programs IAW all applicable AFIs and associated guidelines developed by the Directorate of Personnel (DP), Civilian Personnel Section (CPS), and the Air Force Personnel Center (AFPC).
Exercises personnel management responsibilities as a 2nd level (or higher) supervisor for subordinate employees while administering human resources programs that are executed in support of group and staff offices to successfully accomplish their mission by identifying appropriate skills, evaluating movement of personnel and positions, and aligning resources to successfully accomplish the ALC mission, develop and manage core documents. Conducts gap analysis and works with DP, CPS, and AFPC on executing HR mission goals and objectives.
Provides executive level ALC specific advice and recommendations on manning/skills/cross functional alignment to address constantly changing workload and mission requirements. Oversees the complex specific execution and management of the unit manpower document.
- DUTY 1:
Exercises executive level technical and administrative supervisory personnel management responsibilities for 25% or more of the time. Directs, coordinates, and oversees the work through subordinate managers/supervisors/leads. Explains performance expectations to subordinate managers/supervisors directly supervised and provides regular feedback on strengths and weaknesses. Appraises performance of subordinated managers/supervisors and those directly supervised and serves as reviewing official on evaluation of employees rated by subordinate managers/supervisors. - DUTY 2:
The Chief plans, organizes, and oversees human resource and workforce development activities within the WR-ALC. Develops goals and objectives that integrate organization and Directorate goals and objectives. Provides policy, planning, programming and resourcing guidance to counterpart elements within the Complex who are responsible for the execution of human resource and workforce development programs. - DUTY 3:
Represents the Human Capital division with a variety of installation and functional area organizations. Meets with key customers and coordinating officials to assess customer needs and satisfaction, explain or defend manpower and personnel management policy and procedures and resolve significant problems that arise. Ensures subordinate branches provide effective customer service, guidance and training. Directs, leads or participates in special projects and initiatives and performs special assignments as directed by Complex leadership. - DUTY 4:
Presents the status of key workforce management initiatives at strategic resources management planning activities with the Director, Deputy Director, and senior/executive level managers. - DUTY 5:
