Assistant Director of Recreation, Parks and Cultural Services
This position is responsible for assisting in the planning, coordination and management of the Recreation, Parks and Cultural Services Department. Coordinates Department programs and strategies required to meet the goals and objectives for the City of Warner Robins. This position fills the role of assistant department director.
MAJOR DUTIES- Manages and oversees all parks, athletic complexes, recreation facilities walking trails and green space.
- Manages departmental programs, services, and personnel as assigned by the Director of Recreation, Parks and Cultural Services.
- Assist with capital project planning and oversight of construction. Acts as the on-site department representative during project construction in the absence of the director.
- Assists with the planning and scheduling of athletic / sports tourism events, tournaments and programs.
- Assists with the planning and scheduling of city-wide special events ensuring public safety considerations for all attendees and city staff.
- Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures.
- Monitors and assist the director in annual budget preparation.
- Evaluates and monitors staff workload, administrative and support systems.
- Conducts a variety of organization studies, investigations, and operational studies; recommends modifications to parks and recreation programs, events and activities as appropriate.
- Identifies opportunities for improvement and presents recommendations to the Director.
- Manages the implementation of operational improvements and monitors the effects of the changes.
- Administers department policies and procedures and recommends changes.
- Attends meetings of regional boards and commissions as assigned; attends and participates in professional group meetings; stays abreast of new trends and innovations in parks and recreation programs.
- Provides advice and counsel to the Director; prepares and presents staff reports and other communications on department activities and plans.
- Performs the duties of department director in the department director’s absence.
- Represents the Recreation, Parks and Cultural Services Department at local and regional meetings as assigned and makes decisions and commitments within the scope of authority.
- Selects, trains, motivates, and evaluates assigned personnel; provides and coordinates staff training; works with employees to correct deficiencies.
- Maintains the absolute confidentiality of all records and information.
- Perform related duties.
- Knowledge of the organization, operations, policies and procedures for the City of Warner Robins.
- Knowledge of the State and Federal statutes, rules, codes, regulation and resources for parks and recreation programs.
- Knowledge of principles and practices of the parks and recreation program development and administration.
- Knowledge of principles and practices of administrative management, including personnel rules, cost accounting, budgeting, procurement, and employee supervision.
- Knowledge of policies, rules and regulations governing the conduct at and safety of parks and recreation programs and facilities.
- Knowledge of techniques and protocols for researching online technical databases.
- Knowledge of computers and job-related software programs.
- Knowledge of record keeping and file maintenance principles and procedures.
- Skill in developing, coordinating and conducting recreation programs and activities.
- Skill in planning, organizing, directing and coordinating the work of personnel.
- Skill in assessing community needs and developing solutions.
- Skill in the analysis of problems and the development and implementation of solutions.
- Skill in establishing and maintaining cooperative working relationships.
- Skill in the preparation of clear and precise administrative reports
