GENERAL STATEMENT OF DUTIES
External support responsible for project management, plant training, safety and professional administrative duties associated with the Waste Water Treatment Division.
SUPERVISIONWork performed under the direction of the Division Head. Supervision exercised over plant personnel assigned to assist.
RESPONSIBILITIES- Prepare bids, review and formulate award recommendations for material procurement and contractor services related to the plant.
- Coordinate project planning with Engineer, Electrical and Maintenance sections (in‑house vs contract vs large‑scale capital replacement).
- Develop, organize and execute maintenance management activities and establish written directives with Maintenance Foremen and Chief Operator.
- Develop and implement operational procedures for permit requirements and emergency responses.
- Oversee contractor personnel and coordinate between plant staff and outside parties, manage service agreements and vendor procurement.
- Verify workmanship, performance, safety and quality control of contractors.
- Resolve contractor disputes, track costs on projects and maintain accountability for all vendors and contractors.
- Prepare and administer training programs for plant staff, including safety compliance, regulatory compliance, operation of equipment and new technology.
- Assist in budget preparation and perform administrative duties.
- Oversee specific project assignments related to operation, maintenance and administration of the plant.
- Review monthly operation reports and recommend major parameter changes.
- Ensure compliance with regulatory permits (NPDES, ROP, air and MS4 permits).
- Review standard operation procedures to ensure consistency with permit requirements.
- Perform additional work as assigned.
- Thorough knowledge of waste water treatment principles and practices.
- Considerable knowledge of applicable local, state and federal regulations related to operational permits.
- Ability to read, write and interpret technical drawings, schematics, specifications and contract language.
- Effective teamwork skills and ability to give clear directives as a project manager for outside vendors and contractors.
- Experience with administrative practices, governmental procedures and public speaking; ability to write technical procedures and correspondence.
- Familiarity with occupational workplace hazards and ability to implement best practices during emergencies.
- Proficient with Microsoft Office Suite.
- High school diploma or G.E.D. equivalent.
- Valid motor vehicle license in Michigan and satisfactory driving record.
- At least one of the following requirement groupings:
- Class A Waste Water Treatment License.
- Master’s degree in engineering or related field and minimum 12 years of experience with 8 years supervisory, or Class D Waste Water Treatment License with ability to obtain within two years.
- Bachelor’s degree in engineering or related field and minimum 5 years of experience with 5 years supervisory, or Class C Waste Water Treatment License with ability to obtain within four years.
- Minimum 10 years of experience with 3 years supervisory, or Class C Waste Water Treatment License with ability to obtain within four years.
$110,501 per year (flat).
