Budget Analyst with Security Clearance

Duties
* Monitors real-time budget execution (obligations and expenditures) to ensure funds are properly allocated, spent in a timely manner, and aligned with authorized management objectives.
* Analyzing resource data to advise management on unfavorable deviations and corrective actions.
* Formulates and consolidates command-level budget estimates, interprets fiscal policy/law, and directly executes reprogramming actions and fund transfers to adapt to changing operational requirements while coordinating with higher headquarters.
* Provides technical expertise on Army appropriations, establishes budgetary ceilings, and develops fund control policies and systems to ensure optimal, compliant use of available funds and manpower prior to fiscal year-end closeout.
* Analyzes current and future-year Command Operating Programs, reviews command-level guidance and maintains strict compliance with federal legislation and Army regulations to support long-term budgetary planning and execution Requirements Conditions of employment
* Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
* This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
* Certification Level 2 Requirement: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act.

Experience:

Your resume must reflect one year of specialized experience which includes:
1) Providing guidance to stakeholders of funds for assigned accounts;
2) Monitors the use and rate of expenditure of budgeted funds for assigned accounts; providing Narrative of the causes of variances between actual and budget objectives; and
3) Compiles cost figures to be used in forecasting funding needs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement:
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
