Duties

Help

  • As a Contract Specialist you will be responsible for the following duties:
  • Leads acquisition planning, solicitation, evaluation, negotiations, award, administration, and management of highly specialized procurements critical to the Agency.
  • Administers complex contracts and agreements, including long term, corporate, prime vendor, and other strategic supply arrangements.
  • Coordinates with Program Managers and Stakeholders to ensure contract performance, mission support and effective life cycle administration.
  • Develop negotiation strategies and objectives and exercise sound judgment to support effective decisions and successful outcomes in all acquisition phases.
  • Performs duties as a warranted contracting officer.
  • Provide contracting guidance, oversight, and briefings to acquisition professionals and leadership on major projects, reviews, and contract administration matters.

Qualifications

To qualify for a Contract Specialist, your resume and supporting documentation must support:

  • Basic Contracting Requirement:

    A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR

    B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of  A  above.
  • Contracting Officer Basic Requirement:
    Must possess at least 2 years of experience in a contracting position.
  • Specialized

    Experience:

    One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector.

    Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Select appropriate contracting methods and contract types to execute pre-award and post-award procurement actions.
  • Analyze difficult contracting issues and identify alternative courses of action for complex acquisitions.
  • Modify standard contracting procedures and terms to satisfy specialized requirements.
  • Perform cost or price analysis including review of cost breakdowns to determine reasonableness.
