WWTP Chief Operator

GENERAL STATEMENT OF DUTIES

Responsible for overseeing and managing the employees and operation of the Waste Water Treatment Plant and pumping station. Also develop and implement managerial oversight procedures and documentation for planning, directing and coordinating WWTP operations and preventive maintenance.

Work is performed under the direction of the WWTP Division Head of his/her designee.

Supervision is exercised over all WWTP employees engaged in operations and maintenance.

• Provide administrative assistance to the Division Head in formulating policies, plans and procedures.
• Provide direction for the routine (day-to-day) activities of the staff for the efficient, effective and safe operation of the WWTP.
• Prepare schedules and assign and evaluate work of subordinates.
• Prepare and/or direct the preparation of reports and correspondence to various state and federal agencies in a timely and appropriate manner.
• Initiate required monitoring and otherwise insure that all WWTP activities are in compliance with all regulations and ordinances (federal, state and local).
• Conduct periodic (at least bi-weekly) inspections of the WWTP plant, equipment, systems and operation in order to evaluate procedures and the condition of the systems, plant and equipment.
• Prepare annual budget recommendations with supporting information.
• Manage WWTP operational employees by screening, hiring, providing developmental opportunities, training, supervising, disciplining and appraising subordinate employees.
• Establish with staff, sound preventive maintenance plans and routine operational policy for the Waste Water Treatment Plant.
• Review all discharges from the plant to determine compliance with all regulations.
• Conduct required employee training and maintain required records for safety, operations, maintenance, confined space entry, lock-out/tag-out, hazardous communication, process safety management, etc., for all employees subject to these conditions.
• Receive and answer inquiries from officials and the general public regarding any aspect of WWTP operations or services.
• Arrange for plant tours, open houses, speaking engagements, and other activities to provide public education and water quality awareness.
• Coordinate assigned activities with other City departments and outside agencies.
• Assign work activities, projects and programs; monitor workflow; review and evaluate products, methods and procedures.
• Perform related duties as assigned.
• Maintain detailed operational records and generate reports.
• Develop and manage treatment chemical procurement and usage procedures.
• Develop written Standard Operating Procedures for operating WWTP equipment and processes.
• Plan, schedule and oversee work performed by contractors.

• Considerable knowledge of the methods, practices and procedures involved in wastewater treatment plant operations.
• Considerable knowledge of public health and safety regulations relating to wastewater treatment plant operations.
• Thorough knowledge of municipal wastewater treatment methods, operation and equipment such as pumps, compressors, piping, valves and other process equipment.
• Ability to plan, supervise, inspect and train on wastewater operational and maintenance tasks.
• Ability to assemble data and prepare contracts, records and reports.
• Ability to formulate policies, standards and training programs and supervise personnel.
• Considerable knowledge of personal computers, Microsoft Office applications software.
• Ability to establish and maintain effective working relationships with others.
• Reasonable knowledge of the principles of microbiology and chemistry as related to wastewater treatment.
• Ability to plan, assign, coordinate and supervise the work of others.
• Professional knowledge necessary to detect improper treatment of wastewater.
• Ability to compile and prepare records and prepare required technical reports from such data.
• Ability to communicate orally and in writing.
• Ability to tactfully communicate with the public and to resolve or dispatch complaints.

• Graduation from an accredited high school or GED equivalent.
