SUMMARY

The Program Manager plays a critical leadership role in overseeing workforce development programs in partnership with Capital Area Michigan Works! (CAMW!) and Peckham, Inc. This position is responsible for ensuring program compliance, team leadership, and operational excellence. Key responsibilities include monitoring referrals and caseloads, conducting file audits, managing budgets, and ensuring adherence to state and organizational standards. The Program Manager will train and support program staff, provide crisis intervention when necessary, and serve as a liaison with partner agencies.

Additionally, the role involves data management, performance reporting, and continuous improvement initiatives to meet and exceed contractual goals. This position/program is supported through grant funding. Program operations are contingent upon the availability of grant funds and ongoing funding authorization.

DUTIES AND RESPONSIBILITIES
  • Provide day-to-day team leadership, support and oversight of program staff and service operations to ensure successful client outcomes.
  • Monitor referrals and caseloads for program eligibility, compliance, documentation and adherence to policy.
  • Provide onboarding and continuous training to new and existing program staff to support consistent program operations, service delivery, and compliance with established procedures.
  • Contribute to achieving established performance expectations in alignment with contract requirements and organizational goals.
  • Provide crisis intervention, mentoring, and individualized support to ensure participant stability and success.
  • Conduct routine file reviews to ensure staff documentation, records, and service activities comply with program requirements, organizational standards, and applicable regulations.
  • Serve as a point of contact for Capital Area Michigan Works! Employment Services and Administration.
  • Oversee program budgets, contract modifications and monitoring expenses to meet contract requirements in partnership with leadership.
  • Make continuous improvement efforts in program design, service delivery, and customer service in order to meet the changing needs of stakeholders and to exceed established performance expectations as defined in the contract.
  • Direct, plan, and implement policies, objectives, and activities of the organization with monitoring and prioritizing the workflow of staff.
  • Manage financial obligations, including the documentation, review, and approval of supportive service requests, vendor payments, and participant reimbursements, ensuring compliance with established financial policies and procedures.
  • Assist with month end billing, accruals and credit card expenses.
  • Prepare, develop, and deliver comprehensive responses to CAMW and the Accountability Committee regarding program performance, outcomes, and compliance.
  • Utilize the OSMIS and the APEX database for performance measures.
  • Compile and analyze enrollment and exit data, business plan metrics, success stories, and annual performance reports to support program monitoring and continuous improvement.
ADDITIONAL RESPONSIBILITIES
  • Participate in community and employer events and meetings with CAMW!, Peckham, Inc. and other partner agencies.
  • Provide career counseling, coaching, and guidance to improve employability and independence.
  • Coordinate client services in collaboration with internal CAMW programs and external partners.
  • Develop and maintain strategic partnerships with employers, community organizations, training providers, and other external stakeholders through outreach and networking to expand job placement, training opportunities, and participant success.
  • Build and maintain relationships with applicants through outreach, communication, and individualized support to enhance enrollment, retention, and participant success.
  • Demonstrate respectful, compassionate, and service-oriented behavior when interacting with team members, staff, and other departments.
