Responsibilities
- Direct and supervise security guard operations through subordinate supervisors, ensuring protection of personnel, government property, and installation facilities.
- Oversee installation access control operations, including control of personnel and vehicle entry/exit at access control points.
- Plan, assign, and evaluate the work of subordinate supervisors and security guards across multiple shifts.
- Ensure enforcement of federal, state, and local laws, regulations, and installation security policies.
- Develop and administer security guard training programs involving weapons handling, emergency response, traffic control, search and seizure procedures, and use of force.
- Coordinate security operations and maintain liaison with federal, state, and local law enforcement agencies.
- Conduct inspections of guard personnel, weapons, equipment, and security procedures to ensure compliance with established standards.
- Review incident reports and ensure corrective actions are taken for security violations, irregularities, or emergency situations.
- Manage personnel actions including performance evaluations, leave administration, disciplinary actions, hiring recommendations, and employee development.
- Develop staffing, manpower, and budget requirements for guard operations and related equipment/resources.
- Respond to and direct actions during emergencies, disturbances, criminal incidents, accidents, and security threats.
- Oversee patrol operations of restricted and controlled access areas to ensure installation security and protection of classified materials.
- Supervise use of electronic intrusion detection systems, radios, traffic control devices, and other security equipment.
- Make operational decisions involving security procedures, workforce adjustments, and mission requirements to maintain effective security coverage.
- Ensure compliance with physical security standards and installation emergency management plans.
- Appointment may be subject to a suitability or fitness determination, as established by a completed background investigation.
- Incumbent must obtain and maintain a Secret security clearance or access for the duration of employment.
- Completion of a pre‑employment physical examination and annual examinations thereafter is required.
- Position is subject to pre‑employment drug screening and random testing thereafter, including testing based on reasonable suspicion and involvement with an on‑duty accident.
- Position designated as "Mission Essential".
- Must possess a valid state driver’s license for operating vehicles; loss of license may result in removal from the position.
- Position is subject to the Domestic Violence Offender Gun Ban (Lautenberg Amendment).
- Shift work covering evenings, weekends, holidays, or special situations is required.
- Planned and unscheduled overtime may be required.
- Certification in cardiopulmonary resuscitation is required.
- Must wear chemical protection masks, gloves, and other protective equipment, and may be required to be certified in the use of aerosol irritants and baton.
- Must obtain state certification for operating NCIC terminals.
- Will be assessed under the Individual Reliability Program.
- One‑year probationary period unless previously met requirements.
- Proficiency in assigned firearms/weapons, with semi‑annual qualification thereafter.
- Must perform as a member of the installation's overall security response capability.
- Must wear Department of the Army Security Guard uniform in accordance with AR 190‑56.
- US Citizens only.
- At least one year of specialized experience equivalent to the GS‑08 level in a federal service, including assignment of work to subordinate employees, performance of managerial duties relating to the security guard force, development of manning and budget requirements, and oversight of protection of government property, control of access, emergency planning, and patrol of restricted areas.
- Experience may be paid or unpaid, including volunteer work through National Service programs, professional, philanthropic, religious, community, student, or social organizations.
- No substitution of education for experience; must meet the experience requirement solely.
- Must complete pre‑employment certification for Selective Service registration and provide proof of U.S. citizenship.
