Position Overview

The Construction Manager is responsible for project oversite and project administration for the Town’s CIP/CARP, Utilities, and Public Works development projects. Works directly with the Senior Project Manager and contractors, designers, and stakeholders on ensuring project scheduling, budgeting, and closeout are within scope and timeline. The position also works in conjunction with applicable Directors, Stormwater Administrator, and Project Coordinator, and may be a supervisory role.

Construction

Manager Duties
  • Project Management. Conduct site visits/inspections to ensure compliance with approved plans and project safety; collaborate with internal teams and external agencies to coordinate scheduled activities; oversee project closeout; review project invoices to stay within budget; maintain detailed project records and interpret plans.
  • Compliance. Interpret and enforce applicable federal, state and local codes, laws, rules, regulations, specifications, standards, policies and procedures; prepare corrective letters; recommend policy improvements; support legal document preparation; implement engineering programs.
  • Project Communication. Respond to inquiries, requests and complaints from internal staff, external agencies and the general public.
  • CIP / CARP Grant Management. Prepare CIP/CARP related grant opportunities for leadership.
  • Administration & Additional Tasks. Maintain records of plan reviews and site inspections; prepare forms and reports; draft ordinances, resolutions, agendas and presentations; assist with various CIP project tasks as needed.
Requirements

Education & Experience

  • Salary Grade 12 – Minimum of High School Diploma or GED.
  • Minimum of five (5) years’ experience managing utility and/or transportation projects.
  • Minimum of three (3) years’ experience performing constructability reviews and using project‑management software.

Certifications / Licenses

  • Valid Virginia (VA) Driver’s License – required upon hire; if relocating, obtained within one (1) year.
  • OSHA‑10 – preferred; obtain within two (2) years.
  • Certified Construction Manager through Construction Management Association of America (CMAA) – required or obtain within five (5) years.
  • Confined Space Training – required or maintain within one (1) year.
  • VDOT Certifications (Asphalt, Concrete, Soils, or Advanced Work Zone Safety) – preferred; obtain within two (2) years.
  • DEQ Stormwater and Inspector – required or obtain within two (2) years.

Success Framework

  • Knowledge of VDOT specifications and standards.
  • Understanding of slopes, elevations, MUTCD, VWAPM, DEQ, DCR, VDH regulations.
  • Familiarity with funding sources from federal and state agencies.
  • Knowledge of designs for public utilities and works infrastructure, construction, maintenance and cost estimating.
  • Knowledge of land and engineering survey systems and methods.
  • Ability to prepare technical reports and communicate effectively with supervisors, public, employees and officials.
  • Use independent judgment and work with little direct supervision.

Work Schedule

  • Full‑time, generally 40 hours per week.
  • Standard hours may include a mix of weekdays, evenings and weekends based on project needs.

Equipment & Tools

  • Town‑provided computer, office equipment, and proficiency in Microsoft Office and related software.

Physical Abilities

  • Ability to sit, stand, walk, and walk for extended periods.
  • Repeated wrist, hand, fine‑motor movements.
  • Grasp, pull, push, reach, climb, balance.
  • Talk, hear, listen, comprehend; drive or operate mechanical equipment.
  • Visual acuity 20 feet or more, 20 inches or less, 3‑D vision, hand/eye coordination; color discrimination.
  • Lift up to 20 pounds; stoop, kneel, crouch, crawl.

Work Environment

  • May be exposed to temperature, humidity, noise, chemicals, fumes, biohazards, pathogens, electric shock.
