Performs difficult skilled technical and administrative work planning and supervising water treatment, distribution, collection, maintenance, and repair; does related work as required. Work is performed under the general direction of the Director, Public Works & Utilities. Supervision is exercised over all division personnel.
The job requires exertion of 50 pounds of force occasionally, up to 20 pounds frequently, and up to 10 pounds constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken and written word; hearing is required to perceive information at normal spoken word levels;
visual acuity is required for depth perception, color perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, hazards, atmospheric conditions, and wearing a self-contained breathing apparatus.
The worker may be exposed to blood borne pathogens and may be required to wear specialized personal protective equipment.
Comprehensive knowledge of equipment, facilities, materials, methods, and procedures used in water treatment plant maintenance and operation activities; comprehensive knowledge of laboratory procedures and practices for testing water samples; comprehensive knowledge of safety procedures and equipment used in performing assigned work; ability to monitor plant operations and to identify and implement needed control procedures; ability to plan and supervise daily operations and subordinate staff;
ability to operate and maintain water treatment equipment; ability to perform process control calculations; ability to communicate effectively orally and in writing; ability to understand and carry out oral and written instructions; ability to keep written records; ability to establish and maintain effective working relationships.
Any combination of education and experience equivalent to graduation from an accredited community college with major coursework in civil engineering or a related field and extensive experience in the operation of a water treatment plant including considerable supervisory experience.
