Position: Water & Sewer Utility Technician I-III

POSITION OVERVIEW

Water & Sewer Utility Technicians perform skilled work in the construction, repair, and maintenance of water and sanitary sewer systems. Additionally, from beginner to advanced depending on level, operators run motorized equipment to maintain and repair Town properties, assets or projects; may also provide support to the Public Works department. The role requires manual labor for extended periods, often under unfavorable weather conditions.

Career progression into a Logistics Coordinator is optional. Work is performed under minimal supervision.

RESPONSIBILITIES
  • Knowledge & Safety: Thorough working knowledge of the construction, repair, operation, and maintenance of water and sanitary sewer systems. Knowledge of safe use, operation, and preventive maintenance of the equipment to which the employee is assigned. General understanding of traffic laws governing equipment operation and safety precautions.
  • Equipment Operations: Operates trucks of various sizes and weights, mini excavator, skid steer, sewer cleaning truck, air compressors, jackhammers, service trucks, pickups, pumps, pipe saws, and other related power equipment. Operates a track or rubber‑tired loader to move materials; controls height, angle, and position for optimum delivery.
  • Manual/General Labor: Responsible for crew construction, maintenance, and repair of Town properties and assets. Handles heavy manual labor to assist crew with installing, maintaining, repairing, and constructing water lines, sewer lines, and manholes, including laying pipe, manhole and line cleaning, pavement cutting, ditch digging, and other general needs. Operates trucks and may operate refuse truck(s). Performs asphalt spreading and patching, utility location work, CCTV inspection, routine equipment maintenance, and vehicle cleaning.
  • Additional Tasks: Assists as needed to accomplish a variety of Public Utilities tasks.
  • People Operations (Level III): Serves as lead worker; instructs and trains crew; coordinates and directs crews on site. Exercises supervision in absence of the Superintendent.
REQUIREMENTS – EDUCATION & EXPERIENCE
  • Level 1 – Grade 7: Preferred experience in operating light‑to‑heavy equipment; understanding of operation and maintenance of commercial trucks.
  • Level 2 – Grade 8: Minimum of four years of experience operating light‑to‑heavy equipment and at least three years of water & sewer distribution line experience.
  • Level 3 – Grade 9: Minimum of five years of experience operating light‑to‑heavy equipment, at least four years of water & sewer distribution line experience, and at least three years of supervisory experience (Team Lead).
REQUIREMENTS – CERTIFICATIONS/LICENSURES
  • All Levels: Valid Virginia Driver's License required upon hire. If relocating to VA, must obtain a valid VA driver's license within one year of hire.
  • Level I–II: Class B Commercial Driver's License (CDL) required or must obtain within one year of hire.
  • Level III: Class A Commercial Driver's License (CDL) required or must obtain within one year of hire.
SUCCESS FRAMEWORK
  • Effective communication and interaction with supervisors, public, employees, and Town Officials; concise report writing.
  • Independent judgment with minimal supervision.
  • Computer and office equipment proficiency;
    Microsoft Office suite; teamwork and interpersonal skills.
EQUIPMENT & TOOLS
  • Personal computer, printer, telephone/cellphone, calculator, copy machine, fax machine, and other office equipment.
  • Light‑to‑heavy machinery including dump trucks, skid loaders, flush truck, motor grader, rollers, mowers, weed eaters, chain saws, hand and power tools (hammers, shovels, wrenches, jack hammers, tampers, pavement saws, pipe wrenches, flushers).
PHYSICAL ABILITIES
  • Ability to talk, hear, listen, and comprehend.
  • Ability to drive and/or operate mechanical equipment.
  • Ability to sit, stand, walk for extended periods.
  • Ability to perform repetitive wrist, hand, and fine motor movements.
  • Ability to grasp, pull, push, climb, balance, reach, stoop, kneel, crouch, crawl.
