Position Overview
Water & Sewer Utility Technicians perform skilled work in the construction, repair, and maintenance of water and sanitary sewer systems. Additionally, from beginner to advanced depending on level, they operate motorized equipment to maintain and repair town properties, assets or projects; may also be required to support Public Works department with similar tasks. Must have ability to perform manual labor for extended periods, often under unfavorable weather conditions.
Career progression into a Logistics Coordinator is optional. Work is performed under minimal supervision.
- Knowledge & Safety:
Thorough working knowledge of the construction, repair, operation, and maintenance of water and sanitary sewer systems; thorough knowledge of the safe use, operation and preventive maintenance of equipment. General understanding of traffic laws and regulations governing equipment operation and safety precautions necessary for proper operation of construction and maintenance equipment. - Equipment Operations:
Operates trucks of various sizes and weights, mini excavator, skid steer, sewer cleaning truck, air compressors, jackhammers, service trucks, pickups, pumps, pipe saws, and other power equipment. Operates a track or rubber‑tired loader to load materials into trucks or move them over short distances; controls height, angle, and scoop position for optimum payload; controls material weight to avoid exceeding equipment capacity. - Manual/General Labor:
Responsible for crew constructing, maintaining, and repairing town properties and assets. Perform heavy manual labor, including installing, maintaining, repairing, and constructing water lines, sewer lines and manholes, laying pipe, manhole and line cleaning, pavement cutting, ditch digging, and related labor. Operates trucks; may be required to operate refuse trucks; assist laborers as needed. Spread asphalt and patch holes in street surfaces.
Perform utility location work from Miss Utility requests and other contractor requests. Perform detailed inspection of collection system infrastructure using CCTV and other industry methods to identify defects for repair or replacement. Conduct routine inspection, preventive maintenance and repairs on assigned equipment and refer defects or needed repairs to supervisor. Keep vehicles and equipment clean. Load/unload equipment, materials, and supplies needed to complete assignments. - Additional Tasks:
Assist as needed to accomplish a variety of public utilities tasks.
- People Operations:
Serves as lead worker; instructs and trains crew members; assists with coordinating and directing crews on site. May be requested to exercise supervision over crew members in absence of the superintendent.
- Level 1 – Grade 7:
Preferred experience operating light‑to‑heavy equipment; understanding of operation and maintenance requirements of commercial trucks. - Level 2 – Grade 8:
Minimum four years operating light‑to‑heavy equipment and minimum three years water & sewer distribution line experience. - Level 3 – Grade 9:
Minimum five years operating light‑to‑heavy equipment, minimum four years water & sewer distribution line experience, minimum three years supervisory experience (Team Lead).
- All Levels:
Valid Virginia Driver’s License – must have upon hire. If relocating to VA, obtain within one year from date of hire. - Level I & II:
Class B Commercial Driver’s License (CDL) – must have or obtain and maintain within one year. - Level III:
Class A CDL – must have or obtain and maintain within one year.
- Ability to effectively communicate with supervisors, public, employees, town officials and others, and assemble reports concisely, clearly, and effectively.
- Ability to use independent judgment and work with little direct supervision.
- Ability to operate a computer and other office equipment; proficiency in Microsoft Office suite and excellent interpersonal and teamwork skills.
