Position: UNCLAIMED PROPERTY CLERK (TREASURY)

Unclaimed Property Clerk (Treasury)

To perform specialized servicing functions unique to the handling of the unclaimed property reports and the processing of claims for unclaimed property; and to do related work as required.

To actively participate in outreach initiatives related to the processing of unclaimed property claims including travel to other state offices, community centers and other locations in order to further the core mission of returning unclaimed property to its rightful owner.

To facilitate and monitor the escheatment reports for unclaimed property holders. To assist transaction processing and transfers of unclaimed securities to the programs custodian.

To professionally, courteously and respectfully treat all contacts with customers of the General Treasurer's Office including the public, other government agencies, the business community, fellow employees and any other customers, both in person, when answering incoming phone calls, emails, letters and any other form of contact, and to project a customer-friendly attitude committed to provide high-quality customer service.

To perform a variety of tasks related to the receipt and processing of unclaimed property reports which would include (but not be limited to) such duties as: reviewing holder reports for compliance; overseeing the input of submitted report data to the computer system; issuing holder reports as per the unclaimed property law time schedule.

To respond to and process claims for unclaimed property either via telephone or in person inquiries from claimants; to provide claim forms; respond to questions related to the Unclaimed Property Law; review completed claim documents; approve (Level I) claims; process all necessary vouchers for the settlement of claims.

To send securities and dividends to custodians; tracks stock and mutual funds not transferable to our custodian and order securities transfers to the claimants; reconcile securities positions held in custodial accounts to the system of record and to process and record securities transactions for unclaimed property reports and claims; assists in the opening and tracking of safe deposit box contents in preparation of auctions.

To assist in all aspects of the unclaimed property operation; the auction of unclaimed property; and preparation of internal/external reporting related to the status of unclaimed property.

To ensure that database reports are produced when due and at the request of supervisors and users. To track departmental work volumes and report results to management on a regular basis.

The incumbent participates in outreach activities including: travel to community centers, events, trade shows, and other state offices.

Perform other duties as assigned and to do related work as required

Bilingual preferred, but not required.

To perform duties as directed to support the operations of the General Treasurer's Office during times of increased departmental workloads, including but not limited to working on a temporary basis (not to exceed 3 months, which may be extended by mutual agreement) in the Crime Victim Compensation Program, General Administration, Business Processing, Employees' Retirement, Unclaimed Property and/or the Investment Division. Designated managers within each division will review work for conformance to established procedures and regulations.

Employees will not be disciplined for their inability to meet job requirements which are specific to a position to which they are temporarily transferred. Experience, including working in other departments, may be considered as a factor in selecting employees for promotions and/or transfers to new positions.

Works under the general supervision of a supervisor who reviews work for conformance to established procedures and regulations.

Must have an understanding of the unclaimed property process, unclaimed property computer systems, and a full understanding of the Unclaimed Property Law. Must demonstrate competency with computer systems and their utilization in a practical application; and related capacities and abilities.

Must have a college degree and experience such as may have been gained through considerable employment related to unclaimed property reporting and claim processing. Must have experience in reviewing work of others and providing direction in the completion of related duties and/or related projects. Must possess the ability to organize, present and design data in formats applicable to users' needs.
