On-Site Energy Consultant - Providence, RI
Tetra Tech is looking for a full-time Energy Efficiency Professional/Energy Engineer to serve as a Resource Efficiency Manager (REM) on site at the U.S. Coast Guard’s Civil Engineering Unit Providence, Rhode Island.
Position SummaryThe selected candidate will:
- Work as a member of a collaborative, geographically dispersed 7-person REM team serving the Coast Guard’s Shore Infrastructure Logistics Center (SILC).
- Work with the Civil Engineering Unit (CEU) Providence (located in Warwick, RI) to provide comprehensive energy management services to support Coast Guard facilities throughout the Northeast District (NY to ME).
- Serve as the primary resource for facility energy needs, ranging from utility consumption data to energy efficiency integration into major renovations and rapid response for casualty repair.
The following duties are considered essential to the role. Reasonable accommodation may be made to enable individuals with disabilities to perform these essential functions. Primary duties will focus on energy management, including energy program management services to include:
- Developing energy efficiency improvements for facilities
- Walking facilities to conduct energy audits, identify energy conservation opportunities, and develop projects
- Providing energy training
- Assisting in development and reviewing energy performance contracts
- Performing design reviews from an energy perspective
- Analyzing energy and utility data
- Developing SOW documents for energy projects
- Developing cost estimates for energy projects
- Collaborating with REM team to develop net zero strategy annually for one facility
- Recommending improvements to energy procurement, operations and maintenance
- Writing technically sound audit and other reports
- Supporting construction of energy projects
- Working both independently and collaboratively with the client and partner REMs
- Degree:
Bachelors degree in engineering or energy-related field, however candidates with a minimum of 12 years experience in “Green Jobs” per the US Bureau of Labor Statistics may be acceptable in lieu of degree. - Years of
Experience:
5 plus years of experience in energy management or energy engineering
Certifications:
Certified Energy Manager (CEM) or Certified Energy Auditor (CEA) from Association of Energy Engineers. Additional years of experience (minimum 12 years in Green Jobs) can be considered in lieu of certification, however you may be required to obtain certification within 6 months of start date.
Security Clearances:
Able to obtain and maintain US federal contractor security clearance. U.S. citizenship required.
Proficient computer skills, including the use of spreadsheets, especially MS Excel, MS Teams, and other database applications.
Preferred Qualifications- Strong HVAC background and experience with design reviews, energy auditing, project development, life-cycle cost analysis, direct digital controls, retro-commissioning, and building/system optimization
- Knowledge of utility information systems, energy management technologies, and metering
- Excellent verbal and written communication skills
- Excellent analytical, interpersonal, and presentation skills
- Excellent problem-solving skills and ability to produce results
- Ability to produce technically correct finished work, including technical reports, white papers, metrics, and briefs
- Previous experience working at Federal facilities, especially with the Coast Guard, is a plus.

- Safely walk 2 to 3 miles in a few hours around a site climbing stairs and ladders to access roofs, basements, and mechanical rooms.
