Senior Track & Civil Engineer
Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S. The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations.
The first phase of the program is currently under construction in California's Central Valley.
The Senior Track & Civil Engineer provides advanced engineering support for track and civil infrastructure design and delivery on the Track & Systems Construction Contract (TSCC) segment of the California High-Speed Rail (CHSR) program. This role is responsible for ensuring compliance with Authority standards, integration across multi-disciplinary systems, and alignment with design, construction, and operational requirements. The position requires independent judgment, technical leadership, and coordination with internal and external stakeholders.
Responsibilities
Engineering Oversight & Design Review
- Perform technical reviews of trackwork, alignment, civil works, and associated infrastructure designs for compliance with CHSR criteria and applicable standards (AREMA, FRA, etc.)
- Evaluate contractor submittals, RFIs, and design packages for completeness, constructability, and adherence to project requirements
- Provide recommendations to resolve design issues, technical conflicts, and field coordination challenges
Integration & Coordination
- Coordinate track and civil interfaces with structures, systems (O&M, signaling), utilities, and roadway elements
- Support interdisciplinary integration across TSCC and adjacent contracts to ensure continuity and system performance
- Collaborate with design-build contractors, consultants, and Authority stakeholders
Construction Support
- Provide engineering support during construction, including field issue resolution, change evaluation, and technical clarification
- Review construction methods, sequencing plans, and quality documentation related to track and civil works
- Participate in site visits and technical inspections as needed
Standards Compliance & Quality Assurance
- Ensure all engineering outputs meet CHSR Authority design standards, safety requirements, and regulatory guidelines
- Support development and enforcement of quality management processes and engineering best practices
- Identify risks and propose mitigation strategies related to track and civil design and construction
Documentation & Reporting
- Prepare technical memoranda, review comments, and engineering assessments
- Track and report on technical issues, risks, and resolution status
- Maintain accurate project documentation in accordance with program requirements
- Other related duties may be assigned
Basic Job Requirements
- Accredited four (4) year degree or global equivalent in civil engineering, structural engineering, transportation engineering, construction management, or a related field of study and fourteen (14) years of work-related experience; a recognized certification or registration in the applicable field, if required; some locations may have additional or different qualifications in order to comply with local requirements
- Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
- Job related technical knowledge necessary to complete the job
- Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
- Ability to attend to detail and work in a time-conscious and time-effective manner
Other Job Requirements
- Experience working in a program management or design-build environment.
- Strong coordination skills involving multidisciplinary engineering teams.
- Advanced technical knowledge of track alignment, civil design, and rail systems interfaces
- Strong analytical and problem-solving abilities
- Effective communication and stakeholder engagement skills
- Ability to manage multiple priorities in a fast-paced, complex program environment
- Commitment to safety, quality, and regulatory compliance
Preferred Qualifications
- Professional Engineering (PE) license in civil engineering, especially with rail or transportation infrastructure focus
- Experience working on large-scale rail infrastructure programs, particularly within the California High Speed Rail project or similar high speed rail programs
- Familiarity with AREMA, FRA regulations, and California public works standards
