JOB SUMMARYThe Program Finance Manager is responsible for leading GMRE's program finance and project cost accounting functions in support of company growth, operational excellence, and financial performance. This position serves as a strategic business partner to Program Managers, Business Unit Leaders, Contracts, Operations, and Executive Leadership by providing financial planning, forecasting, reporting, cost analysis, and decision support across a portfolio of government contracts.
The Program Finance Manager leads and develops program finance personnel while maintaining direct involvement in the execution of key financial activities. This is a hands‑on leadership role requiring the ability to personally perform project cost accounting, government invoicing, revenue recognition, forecasting, and financial analysis activities when workload demands exceed available resources. The position operates with a high degree of independence and is expected to drive continuous process improvement, financial discipline, and scalable business practices that support GMRE's long‑term growth objectives.
ROLESAND RESPONSIBILITIES
- Lead the Program Finance and Project Cost Accounting function supporting GMRE's portfolio of government contracts.
- Develop, mentor, train, and support Program Finance and Project Cost Accounting personnel.
- Partner with Program Managers, Business Unit Leaders, Contracts, and Operations to improve financial performance and contract execution.
- Manage program financial planning, forecasting, budgeting, and variance analysis activities.
- Review and analyze contract funding, labor utilization, backlog, burn rates, profitability, and cash flow projections.
- Support monthly, quarterly, and annual financial reporting requirements.
- Ensure contract financial performance is accurately reflected in forecasts, budgets, and management reporting.
- Prepare and review Estimates at Complete (EACs), Estimates to Complete (ETCs), and other program financial analyses as applicable.
- Support revenue recognition activities in accordance with company policy and applicable accounting standards.
- Support government billing activities including cost-type, fixed-price, time‑and‑material, and other contract types.
- Perform detailed project cost analysis and review labor, material, subcontractor, and indirect cost transactions.
- Assist with indirect rate development, budgeting, and financial modeling activities.
- Develop and maintain financial dashboards, reporting tools, and key performance indicators.
- Drive process improvements that increase efficiency, accuracy, compliance, and scalability.
- Collaborate with Finance leadership to support audits, incurred cost submissions, DCAA/DCMA requests, and other government compliance requirements.
- Assist in evaluating business opportunities, contract modifications, recompetes, and new program pursuits.
- Support implementation and optimization of financial systems, reporting tools, automation initiatives, and business processes.
- Serve as a trusted advisor to Program Managers by translating financial data into actionable business insights.
- Foster accountability and financial ownership throughout the organization.
- Perform project cost accounting, government invoicing, expense report audits, account reconciliations, and other operational finance activities as required.
- Actively support team workloads during peak periods, staffing shortages, proposal efforts, contract transitions, and periods of rapid growth.
- Perform other duties as assigned.
