The employee in this position is responsible for accounting functions and the fiscal operation of the dynamic Human Services department. This position manages all funds, grants, contracts, billing, budget tracking, accounts payable and receivable to manage a budget of over $10 million dollars with more than 35 revenue streams. The Accounting Supervisor provides operations cost information on projects, maintains pay records and computer data bases utilized to track funds, generates special reports or required reports to County, State or Federal Government agencies, and accurately projects the final income and expenses of the department.

Responsibilities
  • Responsible for developing, implementing and maintaining a wide variety of records and related files or data dealing with the financial functions of the various Human Service Department programs, including grants or contracts, accounts payable, accounts receivable, payroll, and all related accounting.
  • Responsible for the accounting administration of the Department's grants; assure compliance with financial terms of grants and subcontracts of these grants This includes monitoring timesheets, expenditures, completing A-19 forms and submitting to the grantor, and making sure the Department is using job ledger codes as assigned to each grant. Perform the year end grant accountability reconciliation for each of the grants, including the sub monitoring audit for all federal pass through grants.
  • Manage the contract review process with the Prosecuting Attorney, Risk Management and all department sections, monitor and assist process, author or facilitate corrections when required by review and initiate the Board of County Commissioners (BOCC), and contractor signature process.
  • Responsible for developing, preparing and presenting monthly analysis of the current departmental revenue and expenditure patterns with full understanding of trends and fund balances as well as reliable projections of incomes and expenses.
  • Responsible for the accounting and reconciliation segment of budget preparation and final document presentation.
  • Responsible for responding to public inquiries, liaison with State Auditors representative for the annual State Audit, as well as fiscal liaison with Grant/Contract funding sources.
  • Responsible for understanding, adopting and complying with all grant or contract accounting procedures including special record keeping requirements of Federal, State and other grant/contract requirements or laws.
  • Responsible for maintaining personal abilities and training others in adopting applicable computer applications and systems change as may occur or as desirable to improve department efficiency or as required by a grant/contract for compliance.
  • Responsible for working directly with Human Services Director to assure legal compliance of program/grant budgets with regard to revenue/expenditures.
  • Responsible during budget preparation to respond, produce and make changes in the budget at short notice.
  • Responsible for developing accounting reports to assist the Human Services Department in allocating resources and tracking funding streams.
  • Responsible for functioning as the fiscal liaison to the Human Services Department management team providing accounting information, cash status and all accounting information to the team.
  • Responsible for participating in all Human Services Department contract monitoring.
  • Perform other tasks, as directed.
Qualifications
  • Familiarity with governmental budgeting and mastery of the Washington State Budget Accounting and Reporting System (BARS) and knowledge of GAAP (General Accepted Accounting Practices). Must demonstrate the ability to comply with grant and contract accounting requirements of state, federal or other agencies.
  • Familiarity with tools, instruments, equipment and techniques commonly used in the performance of accounting and staff support functions.
  • Maintains a high standard for accuracy, completeness and efficiency in the preparation of reports, audit papers and legally required audit detail.
