POSITION SUMMARY:
Procurement responsibilities include performing the duties associated with the life cycle of the procurement process and ensuring all Federal, State and local laws, regulations, and grant requirements are followed. The position is based in Coupeville, WA.
This is not a remote role and does not offer relocation services.

- Governmental procurement principles, methods, practices, techniques and procedures.
- Federal, State and local laws pertaining to procurement, and contracting.
- Applicable Federal, State, and local laws, codes, regulations, grant requirements and bid laws related to assigned activities.
- Contract development relating to procurement and contracting processes.
- Contract cost and price analysis principles and practices.
- Contract law and ability to interpret terms and conditions.
- Principles and practices of public administration, public procurement systems and process.
- Principles of contract administration in the public sector.
- Principles of business letter writing and report preparation.
- Excellent interpersonal skills for establishing and maintaining effective working relationships.
- Excellent verbal and written communication skills.
- Excellent mathematical and critical thinking skills.
- Excellent analytical and problem-solving skills.
- Excellent organizational skills and attention to detail.
- Proficient in Microsoft Office Suite, or related software to prepare reports and policies, financial software and other business software.
