POSITION SUMMARY:

The position will coordinate and administer all major grant functions for the Department of Environmental Protection (DEP) in managing over 30+ grants/accounts that provide funding for environmental data collection, monitoring, restoration, clean up, and resource management for the Tribe’s natural resources on the Swinomish Reservation. This position requires professional and administrative work in researching, initiating, writing, coordinating and/or administering programs or projects involving federal, state, non-profit and contribution funding sectors.

Grants Specialist will also monitor, communicate and evaluate grant agreement compliance and spending. Experience with Federal, State and local grant funding regulations, requirements, contracting, administration, and reporting requirements is crucial to the position. The position is supervised by the Assistant Director-Indigenous Science Manager and coordinates and collaborates with DEP project proponents

Job Duties:

1. Programmatic duties include managing 30+ departmental funding sources including:
a. Coordinate the administration of multiple federal, state, and private foundation grants in support of DEP program activities.
Assist DEP Director, managers, and project proponents in grant administration to ensure that Tribal and granting agency procedures are understood and met including the review, monitoring, and communicating of grant agreement regulations, requirements and guidelines.
Maintaining accurate and organized grant files for approvals, progress and financial reporting, budget analysis and reconciliation, and for DEP financial planning including updating, implementing, and facilitating DEP file management protocols and file and grants database.
Meet regularly (monthly or quarterly) with project proponents to: set a task list for action items for completion on schedule; report budget status; and, other grant administration tasks.
b. Manage communications and act as liaison between DEP project proponents, grant program officers, granting agencies, and the Tribal finance department.
Monitor project budgets, prepare financial reports, assist with budget adjustments and tracking, and coordinate with SITC’s finance department for reporting on all DEP grants & funds.
Assist with gathering necessary data and project narratives to ensure timely report submissions for grant deadlines.
c. Assist with the grant and contract renewals, grant project amendments, quarterly and annual performance, grant closeout activities, and other grant-related documents.
Negotiate agreements and amendments with grantor agencies.
2. Conduct research on grant opportunities for projects that that have been identified in the DEP Strategic Plan as needing funding.
a. Provide technical assistance to DEP program proponents for grant preparation, writing, and editing of grant applications.
b. Coordinate grant application presentations to DEP managers, oversight committee(s), and Tribal Senate according to Tribal procurement policies and procedures for grant applications approvals and awards.
3. Conduct special studies and analytical projects to fill data gaps and identify potential funding sources or collaborations by researching funding history for DEP programs and projects in office archives (ensuring proper archiving) to develop past narratives for future DEP strategic planning and potential grant application narratives.
4. Contributes to reports, presentations, and research proposals for internal and external audiences including prepares presentations on DEP funding for DEP managers and staff, and as needed leadership.
