Minimum Education:

Bachelor's degree from an accredited college or university in Civil Engineering, Construction Management, or related field.

Minimum Experience:

Five years of experience in construction management or ten years as an owner's representative OR any combination of education and experience which would provide the knowledge, skills, and abilities to perform the job.

POSITION SUMMARY:

This position oversees and manages the day-to-day administration of Capital Improvement Projects; develops project budgets and manages projects from design through construction.

ESSENTIAL FUNCTIONS:

The following duties are essential for this position. However, they are not to be construed as exclusive or all-inclusive. To be successful in this position, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned.

* Performs project management on projects such as County facilities improvements.

* Prepares and oversees project status, schedules, and budget constraints on all capital improvement plans; compiles data for the fulfillment of project objectives; coordinates the preparation of plans and specifications for varied County projects.

* Works with Department Directors and County Administrator to plan, develop scope, budget, schedule and procurement of Professional Services, and Construction Services for the Capital Improvement Program (CIP) Projects.

* Utilizes alternative delivery methods where applicable.

* Assists in preparing Request for Qualifications (RFQ's) for professional services procurement and bids for procurement of construction services.

* Assists in writing professional services agreements and construction contracts for CIP projects.

* Works closely with the County's Procurement team during the procurement process throughout the submittal and bidding process; reviews plans and specifications prior to release for advertisement.

* Assists in reviewing and updating County construction contracts for Public Works Projects, Architectural Building Projects, Professional Services Agreements, and Specialty Contracts.

* Consults with Prosecutor's Office for review of any changes made to County document templates.

* Reviews projects to determine the best contracting methods.

* Works closely with Facilities and Capital Assets Director in the planning and coordination of Capital Projects.

* Receives and reviews Change Order requests from the contractors; submits with recommendations.

* Provides day-to-day administration, management, and coordination of the County Capital Improvements Program.

* Conducts all Pre-Submittal, Pre-Bid, Pre-Construction and Weekly Construction meetings.

* Works with Engineers/Architects and Contractors to ensure projects are kept within budget restrictions, and design and/or construction issues are identified and corrected.

* Reviews payment applications for all contracts and services associated with the project.

* Works with County inspectors and outside agency inspectors to ensure code and safety compliance.

* Works with Authority Having Jurisdictions (AHJs) for permitting.

* Interacts with residents, community groups and other stakeholders to address their concerns, provide information about projects, and gather feedback; may attend public meetings, make presentations, and respond to inquiries concerning County projects.

* Performs other duties as assigned.
