This non‑exempt position inspects buildings under construction, rehabilitation, remodeling and evaluates them as they apply to the International Building Code, International Residential Code, International Mechanical Code, International Fire Code, International Plumbing Code, International Energy Code, International Fuel Gas Code, NFPA 70 National Electrical Code, 1997 Uniform Building Code, State of Washington Manufactured Home Installer Certification Manual. The employee enforces all tribal and federal building codes adopted by the Building Code Unit.
The employee ensures department compliance with the Colville Tribal Code Chapter 6‑3 Building Code and Chapter 2‑4 Colville Administrative Procedures Act.
Administrative duties include record keeping for permits, inspections of tribally owned public properties, PW&U, HIP scope of work development, plan reviews, and preparing cost estimates. The employee writes inspection reports specific to code requirements, assists in corrective orders as an assistant safety inspector, develops material lists, orders materials, writes specifications, drafts plans when requested, develops bid advertisements, drafts contracts, conducts pre‑bid & pre‑construction conferences representing the Tribe, and evaluates contractors' progress payments as requested by the Tribal contract officer.
Responsibilities- Inspect all plans and specifications pre‑site, property land status, for adherence to CFR part 236 HIP and ensure sites are properly elevated for construction.
- Use Microsoft software such as Excel, Word, Word Perfect, and Windows current releases.
- Maintain a record‑keeping system on computer utilizing various software and a file system with records of inspections, grants requirements, estimates, and correspondence for projects and funding sources.
- Provide technical assistance to prospective builders concerning the Model Energy Code, prepare reports, conduct plan reviews, and perform computer evaluations for each structure that a permit is issued for.
- Assist in corrective orders for projects and work as an assistant safety inspector.
- Develop bid advertisements, draft contracts, conduct pre‑bid & pre‑construction conferences.
- Evaluate contractors' progress payments as requested.
- Work weekends, holidays, and flexible schedules when required.
- Maintain professional and courteous interactions with the public and handle stressful situations.
- Surround with necessary administrative tasks per tribal code.
- Five years of experience or equivalent as an architect, engineer, inspector, contractor, superintendent of construction, foreman, or competent mechanic in charge of construction.
- Certification through a recognized program of an appropriate trade.
- ICC certifications; must obtain residential certification within the first year of employment.
- Possess or demonstrate the ability to obtain Certifications for each code listed.
- Knowledge of inspection practices, construction practices, blueprints, drafting, illustrating techniques, specifications, and engineering standards.
- Knowledge of International Codes through demonstration or possession of certifications.
- Proficiency in Microsoft software (Excel, Word, Word Perfect) and Windows current releases; knowledge of arithmetic, algebra, geometry, trigonometry, and engineering formulas.
- Typing proficiency at an acceptable level.
- Strong communication skills, both written and oral.
- Ability to understand and apply guidelines to varied operational requirements, solve technical problems, and follow instructions.
- Willingness to improve skills & knowledge with independent study and training classes.
- Valid Washington State driver’s license and eligibility for tribal vehicle insurance.
- Ability to work weekends, holidays, and flexible schedules.
- Subject to pre‑employment drug testing and background clearances.
- Eligibility for Tribal member and Indian preference; preference for honorably discharged veterans who are minimally qualified.
