Supports the analysis, preparation, and financial reporting process, in accordance with Generally Accepted Accounting Principles (GAAP). Supports the design, development, implementation, and maintenance of accounting systems, policies, and procedures.

DUTIES AND RESPONSIBILITIES:
  • 1. Supports the financial report process in accordance with General Accepted Accounting Principles (GAAP).
  • 2. Researches, reviews, and develops policy related to GAAP; identifies the impact changes in laws and regulations have on Postal Service accounting processes recommends changes to ensure compliance.
  • 3. Recommends accounting policies and procedures, and internal controls over national financial reporting to provide for compliance with Section 404 of the Sarbanes-Oxley Act; assesses existing accounting policies and procedures, and makes recommendations for changes; performs risk analysis.
  • 4. Prepares reports and analysis of accounting transactions; researches and analyzes appropriate accounting treatment.
  • 5. Provides technical support for handbooks, manuals, directives, and other instructional materials for the implementation and operation of accounting systems to ensure compliance with internal accounting policy and external reporting requirements.
  • 6. Provides technical and functional guidance and assistance to Headquarters, Accounting Service Centers, and field employees for accounting programs including year-end audit activities.
  • 7. Analyzes financial information to drive process improvement and policy changes for use in the management decision-making process.
  • 8. Supports the development, operation, control, and maintenance of accounting reporting systems and programs. Reviews existing accounting systems and makes recommendations for enhancements; conducts tests and evaluations of new systems to determine effectiveness and to ensure seamless interface with existing systems.
  • 9. Supports the regular monthly closing of the Postal Service's general ledger and all accruals.
  • REQUIREMENTS:
    • Knowledge of Generally Accepted Accounting Principles (GAAP).
    • Ability to assess existing accounting policies and procedures and recommend new or the modification of policies and procedures in an effort to create a more efficient and effective control environment.
    • Ability to research, review, and develop policy based upon GAAP, utilizing critical thinking and independent judgment to identify the impact changes in laws and regulations have on Postal Service accounting processes recommends changes to ensure compliance.
    • Ability to communicate complex technical information with external and internal customers at all levels of the organization.
    • Ability to participate in the periodic closing of the organization's general ledger, period ending accruals, and prepare monthly, quarterly and yearly reports.
    • Ability to provide technical and functional guidance to personnel at various levels within the organization such as senior management, Headquarters, the Accounting Service Centers and the field.
    • Ability to review changes in laws and regulations that impact the organization's accounting processes, and develop and implement changes to ensure compliance with these laws and regulations.
    • Ability to analyze, prepare, and report financial information and identify significant issues for use in the management decision process.
    • Ability to develop, revise and provide technical support, including accounting position papers and comment letters, to ensure compliance with external reporting requirements.
    • EDUCATION/CERTIFICATION REQUIREMENT:
      Applicants must possess one of the following: (1) a Bachelor's or graduate's degree in accounting or a degree in a related field such as business administration, finance, or public administration that included 24 semester hours in accounting from a college or university accredited by a national or regional accreditation organization recognized and sanctioned by the U.S. Department of Education; OR (2) an active Certified Public Accountant (CPA).

      Postal employees hired into occupation code ,  or  prior to October 1, 2017, are exempt from this requirement. For Postal employees hired into occupation code ,  or  between October 1, 2017 and August 23, 2025, the 24 semester hours can be accounting, auditing, finance, and business law course work. Preference eligible veterans can meet this education/certification requirement with equivalent experience or equivalent combination of education and experience.
