Overview
The Payroll Manager will oversee the payroll function for a $13B+ organization, managing the weekly multi‑state payroll process and ensuring compliance with federal, state, and union regulations.
Responsibilities- Manage timely and accurate processing of weekly multi state payroll using Workday and interfacing with JD Edwards.
- Complete and oversee weekly payroll audits, including timesheets, labor expense, posting/billing rates, and the general ledger interface.
- Lead and mentor payroll team members, set team goals, and evaluate performance.
- Handle void and reissue transactions, payroll corrections, tax adjustments, manual check entry, and out‑of‑cycle payments.
- Maintain certified payroll, reporting, and transactions for federally funded projects.
- Prepare and process monthly reports and remittance of union dues and fringe benefits, and maintain and update union rates in compliance with negotiated collective bargaining agreements.
- Reconcile employee payroll taxes, set up tax accounts, and file payroll tax returns weekly, quarterly, and annually for all jurisdictions, including expatriate adjustments.
- Interface with Dayforce regarding tax inquiries, discrepancies, and registration for new localities.
- File tax returns and payroll reports not filed by Dayforce; receive, review, and act on payroll tax correspondence.
- Perform necessary payroll tax adjustments in Dayforce.
- Conduct payroll year‑end process, including validation and distribution of W‑2s.
- Responsible for payroll/GL account reconciliations and payroll‑related journal entries.
- Assist the general ledger group with accounting tasks, researching and resolving payroll discrepancies.
- Manage relationships with internal and external auditors, federal and state agencies, and unions.
- Drive continuous improvement of payroll processes and strategies to align with business objectives.
- Ensure compliance with federal and state payroll regulations, including final pay, deceased pay, and bonus paybacks.
- Perform as an integral team member of corporate accounting, providing resources and assistance to colleagues.
- Maintain high ethical standards in reporting and confidentiality of data.
- Perform other duties as assigned.
- Bachelor’s degree in Accounting or Finance (preferred but not required); equivalent knowledge and experience also preferred.
- Minimum 8–10 years of payroll experience.
- Workday experience (highly preferred).
- Certified Payroll Professional (CCP) certification (plus).
- Multi‑state payroll processing, payroll administration, and payroll tax experience (required).
- Union payroll experience (preferred).
- Basic knowledge of general ledger accounting.
- Working knowledge of payroll best practices and strong understanding of labor laws (FLSA, etc.) and tax regulations (FICA, etc.).
- Demonstrated supervisory experience managing and evaluating team members.
- Detail oriented with strong analytical and mathematical skills.
- Proficient in Excel.
- Experience implementing or converting to a new payroll system (plus).
- Ability to troubleshoot software/system issues, submit support requests, and follow through to resolution.
- Strong verbal and written communication skills.
- Ability to handle sensitive, confidential situations.
- Reliable, able, and willing to work under pressure in a deadline‑driven environment.
