Overview

Ardent Eagle Solutions (AES) is seeking experienced Senior Records Managers to support a competitive federal contracting opportunity with the U.S. Department of Commerce (DOC), Economic Development Administration (EDA).

The Senior Records Manager will play a key role in assessing, redesigning, and strengthening EDA's Records Management Program to establish standardized, sustainable records and information management practices across EDA Headquarters and six regional offices.

This position will provide senior-level records management expertise with particular emphasis on digital and electronic records, records inventories and disposition, National Archives and Records Administration (NARA) requirements, process standardization, and the development of practical policies, procedures, tools, and training resources.

Background

EDA administers economic development programs and grants designed to support economic opportunities and strengthen economically distressed communities throughout the United States. Its Office of Financial and Management Services (OFMS) is responsible for planning, executing, analyzing, and strengthening EDA's records and information management functions.

EDA is undertaking an initiative to assess and modernize its Records Management Program, including records practices at Headquarters and six regional offices. The effort will address records inventories, retention and disposition, digital and email records, electronic repositories, process documentation, training, and long-term program sustainment.

Responsibilities

The Senior Records Manager is expected to:

  • Lead and facilitate the assessment, redesign, and strengthening of EDA's Records Management Program.
  • Assess existing records management practices across EDA Headquarters and regional offices and identify opportunities for standardization and improvement.
  • Review records policies, file plans, retention schedules, disposition processes, digital and electronic records practices, email and electronic message practices, and related administrative processes.
  • Plan and conduct records inventories, audits, and reconciliations, including identification of records series, owners, formats, locations, restrictions, volumes, and applicable schedules.
  • Develop recommendations and procedures for the transfer, destruction, retention, and disposition of records under Government direction.
  • Develop standardized controls for born-digital records, digitized analog records, email, electronic messages, shared drives, SharePoint, and other electronic repositories.
  • Evaluate records management practices against applicable NARA Electronic Records Management lifecycle expectations and EDA operational requirements.
  • Develop a future-state Records Management Program framework, including governance, roles, processes, repository guidance, disposition workflows, and sustainment recommendations.
  • Develop and/or oversee the development of Standard Operating Procedures (SOPs), desk guides, checklists, leadership guidance, training materials, and other practical resources.
  • Coordinate with Government stakeholders across Headquarters and regional offices to understand current practices, operational requirements, and records management needs.
  • Support project planning, workplans, risk and issue tracking, recurring status meetings, progress reporting, and transition activities.
  • Provide senior-level subject matter expertise and recommendations regarding NARA records retention policies, schedules, systems, and records management best practices.
  • Support knowledge transfer and transition activities designed to enable long-term Government ownership and sustainment of the program.
Qualifications

Approximately 6 or more years of progressively responsible experience in records management, information governance, federal records administration, or a closely related field.

  • Advanced knowledge and practical experience with NARA records retention policies, records schedules, and records management systems
    , as specifically identified for the Senior role in the PWS.
  • Demonstrated experience conducting records management program assessments, records inventories, audits, or disposition activities.
  • Experience developing or implementing records management policies, SOPs, file plans, desk guides, checklists, or similar program documentation.
  • Experience managing digital and electronic records, including email, electronic messages, shared repositories, or similar electronic information environments.
