Primary PurposePRIMARY PURPOSE OF POSITION
Supervise, lead, and train Department team members on day-to-day responsibilities, manage Department business processes and systems to achieve favorable resolution of issues and positive outcomes for the Company. Manage projects that may include filings at applicable Commissions. Represent Regulatory Strategies and Solutions on cross-functional teams evaluating or implementing strategic initiatives such as new rate making methodologies, tariffs or riders, or changes to policies and procedures to address innovation.
Identify, evaluate and analyze business and strategic issues impacted by state and federal regulatory and legislative environments. Develop analyses to formulate comprehensive business plans for executive decision-making. Act as an expert resource to help achieve favorable resolutions and provide consultation to other functions to ensure alignment with long-term strategies and current regulation. Cultivate relationships with ICC Staff and other parties.
"Regulatory Compliance" responsibilities include managing day-to-day processes, implementing process improvements, designing and testing compliance-related processes, and maintaining KPI information. Represent Compliance or delegate on cross-functional teams; act as subject matter expert under direction of Regulatory Sr Manager. Participate in compliance-related regulatory proceedings and expert witness activities. Lead development and implementation of the Company's data privacy policy and data sharing plan. Monitor and coordinate compliance performance strategies, data policy, records management, and other responsibilities.
Recommend improvements and communicate status to senior management. Support Regulatory Policy & Strategy with operational/analytic contributions. Position may require extended hours, including 24x7 coverage during storms or emergencies.

Lead the development and implementation of the data privacy policy and data sharing plan, including management of related proceedings before and filings to the Illinois Commerce Commission and stakeholder processes. Provide governance for data matters across the Company. Regulatory issue management and case development, including:
- Provide guidance to other areas on regulatory processes and strategies for proceedings and activities.
- Work with other departments and outside parties to develop filings and resolve issues.
- Review filings and proposals with ICC Staff and other parties.
- Prepare and present expert testimony (written and verbal).
- Analyze, prepare and respond to data requests with consistent theme and content.
- Drive case management for substantive resolution of issues.
- Monitor outstanding dockets and litigation progress.
Regulatory research and strategic analysis, including:
- Identify and analyze business and regulatory positions for senior management on legislative and regulatory matters.
- Perform quantitative and qualitative analyses, scenario analysis, risk assessment, and modeling of financial impacts.
Track and report on Com Ed's compliance with commitments. Provide governance for commitment matters; assist with new compliance requirements. Maintain IDC status, including marketing materials review, training, and timely responses. Track, maintain, analyze KPI data. Represent Com Ed for regulatory compliance and implement Exelon policies.
Support Regulatory Solutions as emerging projects arise. Maintain knowledge base on regulatory policies and issues.
Supervise and lead, and train department staff, and implement process improvements for compliance issues and decisions.
- Regulatory Strategy and Solutions: primary resource and expert for regulatory matters to other departments and senior leadership. Direct impact on regulatory and strategic initiatives.
- Extensive internal and external relationships, including interactions with attorneys and other departments. External counterparts include other utilities, suppliers, governmental and consumer parties.
