Position Overview

E T Consultant – Environmental Analyst (Extended‑Term Consultant) based in Washington, DC.

The role supports the monitoring and quality control of the safeguards/ESF portfolio for the Central Safeguards Unit (SAEM3) in the Eastern and Southern Africa region. The position is one‑year renewable for a maximum of three years.

Background

The World Bank Group’s Eastern and Southern Africa (AFE) Region serves roughly 700 million people across 26 countries. The region faces development challenges including fragile governance, gaps in education and health, and climate‑related risks. The World Bank’s work in the region focuses on sustainable development priorities such as job creation, digital economy, institutional efficiency, people’s investment, climate change mitigation, peace building, and regional integration.

The Central Safeguards Unit (SAEM3) manages environmental and social risks for projects in the DRC, Angola, Burundi, Sao Tome & Principe and Ethiopia, South Sudan, Sudan, Eritrea CMUs. SAEM3 staff provide technical support, oversight, and capacity building for environmental and social risk management in World Bank‑funded projects.

Duties & Responsibilities
  • Work closely with the Practice Manager and E&S Specialists to assign safeguards tasks and ensure quality of risk management work.
  • Build and maintain key spreadsheets/databases for monitoring safeguards/ESF portfolio, including task assignments, budget planning, utilization, contract management, scheduling and document flow.
  • Coordinate and monitor review and clearance processes of ESF instruments, Concept Environmental and Social Review Summaries, Appraisal E&S Risk Summaries, and other relevant documents.
  • Conduct preliminary quality control checks on documents such as environmental impact assessments, E&S management frameworks and plans, and ensure compliance with WBG policies and Environmental and Social Standards.
  • Support the safeguards team with initial screening of Bank projects (IPFs) and programs (Pfor Rs) for environmental risks, impacts and vulnerabilities; identify risk management opportunities and strategies in occupational and community health & safety and climate change adaptation/mitigation.
  • Contribute to analyzing and disseminating lessons learned and best practices from specific Bank projects for research and knowledge purposes.
  • Provide technical risk‑management support to low and moderate risk projects.
Selection Criteria

The following are required:

  • BSc degree in environmental engineering, civil engineering, environmental science or natural resources management.
  • 0‑2 years of professional experience in environmental and social risk management, including management of environmental, social, health and safety risks.
  • Strong interpersonal and communication skills; diplomatic approach; ability to work under pressure with limited supervision.
  • Fluency in English (writing, speaking, listening, reading).
  • Strong analytical skills; ability to think strategically and synthesize diverse qualitative and quantitative environmental data.
