iQuasar LLC is seeking to fill Program Manager - Acquisition Managementposition for one of our clients in Washington DC.The Program Manager (PM) will provide full program oversight for Acquisition Management contract(s) with federal clients. The PM will manage a geographically dispersed team of 75+ personnel, with billable Team Leads supporting. The PM will serve as the primary point of contact with government clients, including Contracting Officers (COs), Contracting Officer Representatives (CORs), and other key stakeholders.

Key Responsibilities:
  • Program & Contract Oversight
    • Provide full program management oversight, ensuring adherence to contract scope, schedule, and quality standards.
    • Serve as IMRI's first line of communication with the government client and contracting officials.
    • Monitor program performance, track deliverables, and resolve issues to ensure successful outcomes.
    • Ensure compliance with Federal Acquisition Regulations (FAR) and other agency specific acquisition policies and procurement regulations.
  • Personnel & Team Leadership
    • Manage a dispersed workforce of 75+ employees, with billable Team Leads supporting.
    • Provide coaching, mentoring, and performance management for program staff.
    • Coordinate with IMRI corporate departments (HR, Finance, Contracts, and Delivery) to support the workforce and meet program needs.
  • Acquisition & Technical Expertise
    • Demonstrate expertise in federal acquisitions, leveraging prior hands-on acquisition support experience.
    • Guide teams performing acquisition support tasks, including:
    • Pre-solicitation documentation and solicitation preparation.
    • Pre-award documentation and award support.
    • Procurement assistance, research, and policy/regulation analysis.
    • Cost and price analysis support and IGCE development.
    • Acquisition strategy, PWS development, market research, source selection, contract administration, and closeout.
  • Stakeholder & Client Engagement
    • Develop and maintain strong relationships with COs, CORs, program managers, and mission stakeholders.
    • Provide timely, professional communication with both internal and external stakeholders.
    • Deliver regular status reports, program reviews, and risk assessments to both IMRI and the client.
  • Financial & Resource Management
    • Oversee budget, resources, and staffing allocations for the program.
    • Ensure cost-effective delivery while maintaining high quality and client satisfaction.
    • Support corporate reporting and business operations for contract performance.
Qualification:
  • Bachelor's degree in Business, Accounting, Finance, Law, Contracts, Acquisition/Purchasing, Economics, Industrial Management, Marketing or related field
  • 10+ years of progressive experience in federal acquisitions, procurement, or contract management.
  • 5+ years of program/project management experience managing teams of 75+ personnel across multiple sites.
  • Strong knowledge of FAR and other federal procurement policies.
  • Proven ability to manage geographically dispersed teams and coordinate across corporate support functions.
  • Excellent communication skills, with the ability to engage stakeholders at all levels.
  • Program/Project Management Certification (e.g., PMP or equivalent).
  • Acquisition Certification such as DAWIA (Defense Acquisition Workforce Improvement Act) or FAC-C (Federal Acquisition Certification in Contracting) strongly preferred.
