Responsibilities:
- Assist with day-to-day program management budgetary activities, to include budget planning and tracking and program briefing and report development.
- Assist in tracking deliverables and developing/implementing an annual project management cycle related to spend plans to include periodic update of division priorities and projections, review/tracking of project proposals, project selection, and providing feedback to senior leadership on funding plans and allocations.
- Assist in the annual development of a work plan that details projects to be completed and how they relate to established priorities.
- Assist with preparing final correspondence, reports, and other published material; prepare briefing material; establishes and maintains program files; performs budget and finance duties.
- Assist with the development of strategic planning documents for the directorate and its divisions.
- Engage with POCs on the behalf of leadership to address budget discrepancies and to communicate budget guidance.
- Perform budget assessments to project spending rates as requested by leadership and shall draft all responses to requests for information on Division budget status for review/approval by the Division Directors.
- Bachelor's Degree from an accredited university or college in a business-related field. Experience may be substituted for degree if directly related to supporting federal budgets.
- Ten (10) years of experience performing budgetary administrative support functions for multiple programs across offices/divisions/directorates.
- Five (5) years of experience performing administrative support functions to include Federal budgeting support specialized within the U.S. Government preferably in the intelligence/counterintelligence, military, law enforcement, or similar communities.
- Must be highly organized and have excellent oral and written communication skills.
- Experience in automated data processing capabilities, including Microsoft Office applications, with an expertise in Excel, creating new or revising existing funding tracking spreadsheets.
- Experience working Federal budget processes, cycles, and systems, tracking expenditures, including automated (checkbook) accounting.
- Must have an active Top Secret or DOE Q clearance.
- Experience in DOE or NNSA on project management taskings; knowledge of DOE budget systems; and experience with nuclear or counter terrorism topics is desired.
- Completion of course training in one or all the following is desired:
Appropriations Law, Federal Budget Process, Budget Execution and Budget Formulation.
