The Department of Homeland Security (DHS) is seeking a Management Analyst to provide analytical support to the Program Accountability and Risk Management (PARM) office. This position operates at the Journeyman level, requiring a solid understanding of program and project management principles and the ability to review, analyze, and assess acquisition programs in alignment with DHS directives and best practices.

The Management Analyst will support the development of written comments, recommendations, and reports to improve program oversight and decision-making across DHS's major and non-major acquisition programs.

Key Responsibilities
  • Provide analytical support for PARM's mission-essential functions, applying program and project management principles to acquisition program reviews.
  • Review and analyze DHS major and non-major acquisition programs for scope, cost, schedule, and risk compliance.
  • Conduct reviews of program artifacts, briefings, meeting notes, and communications from program offices and subject matter experts.
  • Analyze source system data and produce written comments, recommendations, and reports for DHS leadership.
  • Prepare and deliver briefings, graphics, and presentations that summarize findings for internal and external stakeholders.
  • Ensure all documentation and recommendations are accurate, concise, and aligned with DHS standards and directives.
  • Collaborate effectively with team members, subject matter experts, and Government stakeholders to support program analysis goals.
Requirements

Education
  • Bachelor's degree (BA/BS) in Business, Public Administration, Management, or related discipline.
  • Master's degree (MA/MS) preferred but not required.
Experience
  • 3 to 10 years of experience providing analytical support or program/project management within a federal or acquisition-focused environment.
  • Demonstrated knowledge of foundational program and project management principles.
Skills
  • Strong writing and communication skills with ability to produce clear, concise, and accurate reports and recommendations.
  • Detail-oriented with strong organizational skills.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Ability to create and edit graphics, charts, and visual materials to support findings and recommendations.
  • Strong interpersonal skills with the ability to work collaboratively across diverse teams.
