Cydecor is seeking a Senior Acquisition Analyst to provide support to a Naval Sea Systems Command (NAVSEA) customer in Washington, DC. This role will support the management of SBIR/STTR Programs through all phases. Candidates should possess a strong background with DOD R&D acquisition programs, expertise with SBIR/STTR policy and procedures and experience supporting pre‑award ACAT I acquisition life cycle stages in tracking, analysing, and coordinating acquisition requirements and documentation packages.
Responsibilities- Support the development of DoD Contracts and Acquisition Documentation for ACAT II - IV DoD Programs as well as Abbreviated Acquisition Programs (AAPs), OTAs/MTAs and other acquisition and contracting efforts.
- Serve as subject‑matter expert pertaining to developing acquisition documentation including acquisition plans, requirements, Concept of Operations (CONOPs), product support strategy, test strategy, drafting and/or reviewing Request for Proposals (RFPs), drafting Statements of Work (SOWs), proposal/bid assessment, soliciting all communications associated with awarding a contract, and managing the review/organisation of Contract Data Requirements List (CDRL) deliveries.
- Assist acquisition and contracting professionals to ensure acquisition programmes are executed in compliance with DoD and NAVSEA policies and procedures.
- Track action items and comments to acquisition documentation to closure.
- Identify risks and develop resolutions to meet project/program goals and objectives.
- Provide status updates and briefs for program leadership and external stakeholders.
- Provide data collection, analysis, and documentation management associated with acquisition development, award, and execution.
- Build relationships with program acquisition teams, and external stakeholders to facilitate decisions and effectiveness.
- 10 years of professional experience.
- 2 of the last 5 years supporting DOD or component SBIR/STTR Program support.
- Experience in PEO systems acquisitions, including R&D and technology acquisition.
- Experience and expertise in the SBIR/STTR DOD 5000 process and guidelines.
- Excellent communication skills, both written and oral, including demonstrated ability to produce concise and properly edited products that clearly and logically convey complex information and ideas.
- More than 15 years of experience related to the position description.
- Knowledge in systems acquisition, acquisition documentation, and risk analysis & management.
- Experience with financial and R&D contractual management.
- Security Clearance: DOD SECRET.
- Education:
Master’s degree in Business, Management or equivalent. - Work Schedule:
