The Building People, LLC, has a position open for a Senior Contract Analyst with the Department of Energy's National Nuclear Security Administration (NNSA). The Senior Contract Specialist will assist with the project management, acquisition and administration activities for a broad range of agency‑wide contracts and acquisition vehicles. Shall provide overall business analysis recommendations and reports for this project. Shall have demonstrated ability to ensure reports and deliverables meet expectations, are of outstanding quality, and interface with senior Department of Energy/National Nuclear Security Administration and contractor managers.
Individual must have demonstrated expertise in the following areas:
Data Management, Analysis, and Reporting:
Data Management contractor shall provide data management services for GMS Support Service Contracts including but not limited to;
Design, create, and maintain a system to record and track contractual data including funding codes, obligations, allocations, commitments, costs, etc. System shall be created and maintained on DOE/NNSA system and using DOE/NNSA available software. (MS applications, etc) Input, update and manage the contract data in a manner that allows for immediate access to current and historical information for the purposes of analysis, estimating, and reporting.
Data Analysis contractor shall provide data analysis services for GMS Support Service Contracts including but not limited to;
Conduct data validation and reconciliation activities for cost data. Conduct variance analysis and resolution as needed. Collaborate with the COR, Contractor, Federal Lead, Budget Team, and other staff to fully reconcile discrepancies in contract records until the matter is resolved satisfactorily. Analyze contractor provided cost forecasts and compare to known information. Review and analyze contractor invoices for accuracy, allocation, allowability, and reasonableness.
Work with individual contractors to obtain clarification and/or additional backup to resolve any issues. Record, track, and report issues to the COR. Maintain and update invoice data and report as requested. Forecast and report prospective overruns or underruns for each Federal Lead's portfolio. Review changes in baseline budgets (changes in labor, travel or ODCs) ensure the change is within the appropriate parameters.
Funding reconciliations in support of contract closeout of all direct fed contracts. Data Reporting contractor shall provide data reporting services for GMS Support Service Contracts including but not limited to:
