Potomac Haven is a purpose-driven professional services firm dedicated to providing digital transformation and program support services for a range of diverse federal program missions. Our focus extends across the intersections of national security and defense, healthcare, financial services and logistics programs.

We are seeking an experienced Senior Business Consultant to serve as the principal high-level advisor for a multiyear federal contract. The purpose of this contract is to serve the DHS Coast Guard, Business Operations Division and its associated business lines, which include Business Operations, Pay and Personnel Center, Community Services Command, Enlisted Personnel Management, Officer Personnel Management, Personnel Support, Reserve Personnel Management, and Civilian Personnel Management.

The scope of work for this project encompasses a broad range of activities to facilitate organizational objectives, including but not limited to change management, strategic communications, strategic planning, business transformation, initiative management, governance support, software maintenance, and analytical services.

This is a Key Personnel role and drives the people-focused side of transformation (change adoption, communications) and the numbers-focused side (performance metrics and analysis), ensuring that changes are effectively communicated and that their outcomes are measurable and aligned with strategic goals. You will lead change-management and performance measurement projects, ensure financial/controls compliance, integrate multisystem solutions and deliver executive coaching. Additional Responsibilities,

Change Management and Communications
  • Apply structured change-management strategies, tactics, and communication methods to promote timely adoption of new policies, systems, and procedures across PSC.
  • Use USCG-approved project management tools to define each initiative’s scope, objectives, deliverables, and success criteria. Develop integrated master schedules (IMS) mapping task sequences, dependencies, and milestones to guide geographically dispersed teams.
  • Keep the IMS and related project artifacts up to date (status, risks, resource needs) and provide regular progress updates to Government stakeholders, ensuring transparency and alignment with PSC leadership’s expectations.
Communications
  • Develop and implement a full-spectrum change-management communications program to raise awareness and secure stakeholder buy-in for PSC’s strategic initiatives.
  • Ensure all communications are timely, consistent, and tailored to different audiences (senior leaders, mid-grade personnel, other stakeholders) to maintain engagement throughout the change process.
  • Direct the planning of outreach activities and communication channels to keep all stakeholders informed and supportive of PSC’s transformation efforts at each stage.
Lead Strategic Communication Products
  • Create and deliver a suite of communication artifacts to support change initiatives, including executive briefs and presentations, informational brochures and fact sheets
    , detailed strategic initiative plans/playbooks
    , and concise web-ready video segments.
    Ensure Clarity & Compliance: Craft all products to reflect PSC’s objectives and priorities, using clear language appropriate for each audience. Ensure materials meet Coast Guard style, branding, and security clearance requirements before dissemination.
  • Upon approval, disseminate communication products to the intended audiences (e.g. PSC leadership, staff, other stakeholders), effectively explaining new initiatives, their benefits, and progress updates.
Designing Performance Metrics & Dashboards
  • Design and implement meaningful performance metrics and KPIs linked to PSC’s strategic objectives, enabling quantitative tracking of progress and effectiveness for each major goal or initiative.
  • Create user-friendly dashboards and monitoring tools to visualize these metrics on an ongoing basis, providing PSC leadership with at-a-glance insight into program performance and organizational health.
