Role overview:

Indelible is seeking a Federal Business Development & Capture Management Lead to drive strategic growth and oversee delivery execution across applicable state and Federal portfolios. This role is responsible for identifying, shaping, and capturing new business opportunities while ensuring awarded work is executed successfully, profitably, and in alignment with client expectations.

The ideal candidate blends strong business development and capture management capabilities with operational oversight experience and a deep understanding of government markets. The role serves as a key bridge between market strategy, technical delivery teams, and client stakeholders. This job may require 50% travel or more.

Responsibilities

Business Development and Capture Management

  • Support market strategy execution, capture prioritization, and pipeline maturation.
  • Identify, qualify, and shape federal and state/local opportunities aligned with Indelible’s strategic priorities.
  • Lead capture planning, win strategies, competitive positioning, and proposal readiness.
  • Develop and maintain a strong pipeline within applicable state and Federal markets.
  • Support client engagement strategies and relationship development.
  • Prepare market intelligence, pipeline briefings, and capture readiness materials for executive review.
  • Collaborate with technical and service area leads to design winning solutions ensuring timely communication with stakeholders and documentation of all follow‑up actions.
  • Build and development executive, program, and contract‑level relationships with key government stakeholders to expand access, influence requirements, and increase win probability.

Portfolio and Delivery Oversight

  • Oversee delivery performance across assigned state and Federal engagements.
  • Track and support portfolio financial performance, including burn rate, margin alignment, and staffing assumptions.
  • Monitor project health, risks, client satisfaction, and financial performance.
  • Partner with project managers and service area leads to ensure on‑time, high‑quality execution.
  • Support staffing coordination and resource alignment.
  • Provide leadership visibility into delivery status and emerging risks.
  • Support change management activities including scope modifications and contract amendments.

Market and Stakeholder Engagement

  • Maintain awareness of emerging funding streams, agency priorities, and procurement trends.
  • Build relationships with client stakeholders and industry partners.
  • Represent Indelible in relevant market forums and industry engagements.
  • Direct executive and client engagement at industry events and conferences, tracking interactions and converting relationships into actionable pipeline.

Teaming Partner Strategy and Relationship Management

  • Coordinate capture activities with teaming partners/subcontractors and early delivery phases.
  • Develop and execute strategic teaming plans aligned to public sector growth priorities, identifying and securing partners to strengthen competitive positioning.
  • Build and manage executive and staff‑level relationships across partner firms, creating a partnering ecosystem to support priority agencies and pipeline opportunities.
  • Lead partner evaluation and due diligence (capabilities, past performance, contract vehicles, socio‑economic status) to ensure alignment with capture strategy and solicitation requirements.
  • Structure and negotiate teaming agreements, NDAs, and workshare arrangements to enable compliant, win‑focused partnerships.
