GENERAL MANAGER – ASPHALT PAVING DIVISION
The General Manager — Asphalt Paving Division leads all asphalt milling and paving operations across FMCC’s DC, VA, and MD job sites. This hands‑on executive role is responsible for crew leadership, production, safety, equipment, material procurement, and division P&L.

Duties and Responsibilities- Lead multiple asphalt paving and milling crews through Superintendents and Foremen across simultaneous projects in DC, VA, and MD.
- Oversee all aspects of paving operations — milling, laydown, compaction, smoothness, and quality control — to meet DDOT, VDOT, and MDSHA specifications.
- Manage production schedules, material delivery, trucking logistics, and plant coordination to maintain uninterrupted paving operations.
- Own division P&L — monitor labor, equipment, and material costs; analyze job costing data and drive profitability.
- Select, deploy, and oversee asphalt paving equipment including pavers, rollers, milling machines, and MTVs.
- Negotiate asphalt material and aggregate purchasing to control costs and ensure production continuity.
- Champion safety compliance with OSHA, DDOT, VDOT, MDSHA, and company policies on every job site.
- Recruit, develop, and lead high‑performing Superintendents, Foremen, and crews.
- Work hours vary — night paving, early mornings, and weekends are a regular part of this market.
- Minimum of 10 years specifically in asphalt milling and paving – this is firm required.
- Minimum 5 years managing multiple asphalt paving crews, Superintendents, and Foremen on large‑scale projects.
- Proven knowledge of asphalt paving equipment (Vogele, BOMAG, CAT pavers, steel and rubber drum rollers, milling machines).
- Working knowledge of DDOT, VDOT, and MDSHA paving specifications and inspection requirements.
- Demonstrated ability to manage division‑level budgets, labor costs, and P&L.
- Strong leadership, communication, and problem‑solving skills.
- Proficiency in Microsoft Excel and Word.
- Valid driver’s license required.
- Must pass a background check and drug & alcohol screening.
- This position operates in a combination of office, asphalt plant, and active construction job site environments.
- Frequent travel to local and regional job sites is required to monitor operations, production, and safety compliance.
- Regular exposure to outdoor conditions, including extreme heat (especially around asphalt operations), cold weather, rain, and varying site conditions.
- Exposure to loud noise, heavy equipment, dust, and asphalt materials; use of appropriate personal protective equipment (PPE) is required at all times in the field.
